JCILPS bans non-locals with dubious identity

The Joint Committee on Inner Line Permit System (JCILPS) has categorically stated that non-Manipuris who do not possess valid identification documents should not come to the State and transporters should not bring them.
Speaking to media persons at their Sega Road, Konjeng Hazari Leikai office this afternoon, JCILPS Students' Wing convenor Manjit Sarangthem said that the same prohibition was announced earlier through media.
He said that volunteers of the Students' Wing pulled up six non-locals from North AOC today who do not possess proper ID cards.
Even though all of them are labourers, they do not possess Labour Cards issued by their parent States.
Moreover, their Aadhaar cards, elector identity cards, PAN cards and other documents had either expired or do not have holograms, Manjit said.
Until Inner Line Permit System or a similar mechanism is enforced in the State, the State Government and its police force should restrict entry of non-locals who do not possess valid ID documents, he said.
Allowing unrestricted inflow of non-locals has severely affected the State's economy.
Moreover, criminal cases committed by them often lead to nowhere, he continued.
Even though many of the non-local people claimed they came from Assam, Tripura and other North Eastern States, none of them belongs to any indigenous community of the region.
JCILPS is saying that citizens of other States of India cannot come to Manipur.
The committee is only saying that they may come to Manipur only with valid reasons and ID documents, said the Students' Wing convenor.
JCILPS has also been planning to hold a series of joint meetings with all the individuals who have been renting out houses/rooms to non-local people together with local clubs and Meira Paibi groups.
The six non-locals pulled up today were brought by a Tata Winger van (MN-05C/3497) and the same van should cease passenger service for one month, he added.
