Ukhrul shines as HSE-2014 success rate slumps

Imphal, May 13 2014 : After a record high of 82.86 percent two years back success rate of candidates in the Higher Secondary Examination 2014 conducted by the Council of Higher secondary Education, Manipur has come down to 76.89 percent, marginally ahead of the 76.47 PC and 75.67 PC achieved in the 2010 and 2011 examinations respectively.

Significantly, with the exception of Thoubal, candidates from the hill districts collectively occupied the top six spot in terms of overall pass percentage.

Among the districts, candidates from Ukhrul fared the best with a pass percentage of 92.17 out of 830 students that appeared at the examination, followed by Thoubal at 90.26 pc and Tamenglong 90.2 pc, a significant achievement for the latter district, considered to be one of the least developed and infrastructure deficient.

The HSE 2014 result officially declared today by the Council officials had only 51.39 pc success rate for Bishnupur district even as Chandel district (88.29 pc) recorded fourth best show in the examination followed by Senapati (86.9), Churachandpur (75.52), Imphal West (68.97) and Imphal East (67.68) .

In another significant development, boys emerged better in science and arts streams this time around even as the girls preserved their reputation of being academically devout by topping the boys in commerce stream with a pass percentage of 72 compared to total success rate of 64.22 percent in the said stream.

In science stream, the boys' pass percentage has been put at 78.79 pc, according to official record of the Council with the collective achievement of the girl candidates remaining at 77.10 percent.

While 75.22 percent of the boys scaled the annual test in arts stream the success rate was 73.91 for the girls.

A total of 22,522 candidates appeared at the said examination out of which 16,470 tested their cerebral disposition in the science stream and 5564 of them in arts stream.

Commerce stream had 488 candidates, the least in the last five examinations.

The commerce stream registered 67.01 percent success rate.

Briefing newspersons after formal declaration of the result at the Council office this afternoon, Secretary Saranggajit Khundrakpam said curbing use of unfair means in examinations continues to be a huge challenge for the Council as the latest examination was no different from the past which for a total of 83 candidates were expelled from the examination.

While impersonation case led to ousting out 49 candidates 34 cases were related to defying prohibition on use of unauthorised gadgets (mobile phone) and copying, said the Secretary adding that impersonation case will entail three years penalty of ineligibility to appear in Council-conducted examinations while those expelled for using other unfair means would be outcast from the examination process for year.

Reflecting on the decline in the pass percentage, he highlighted that failure in the overall performance of the students should not undermine appreciable success rate subject-wise.

Regarding those candidate who failed to cross the hurdle in the regular examination, he explained that candidates from the old system (old course) may appear in the compartmental examination for improvement in the failed subject(s) while for the fresh candidates appearance at the improvement examination would be mandatory.

In case a candidate accumulates the cut-off mark in two subjects out of three failures in the re-examination then he/she will be graded as qualified, said the Secretary.

Moreover, if the failed candidates desire to be successful in all three subjects the same may be attempted next year at the Council-conducted examination, he informed adding that the compartmental/subject improvement examination is likely to be conducted in June last week.

For candidates whose fates have been kept in abeyance (withheld), Saranggajit heads of institutions need to apprise council officials with relevant documents within a month's time.

The HSE 2014 result was declared by the Council Chairman Hamom Naba at the Council hall.

It is said that 42 flying squads were specifically constituted to check use of unfair means in the said examination.
