Not a penny utilised for highway works

Not a single penny of the Rs 14.59 crore sanctioned by the Ministry of Road Transport and Highways for Ordinary Repairing (OR) and Flood Damage Repairing (FDR) of National Highways in the State including NH-39 stretches from Mao to Imphal and Imphal to Moreh through the State PWD during the financial year 2015-16 has been utilised.
Sources from State PWD said that out of the total sanctioned amount of Rs 14.59 crore, Rs 6.36 crore was meant for OR while Rs 8.23 was meant for FDR.
The fund for FDR was sanctioned on Sept 15 last year while the fund for OR was sanctioned on August 31 last year.

As per the terms and conditions laid down by MoRTH, the State Govt should release the sanctioned amount first and the amount will be reimbursed by the Ministry.
Filling of potholes and cleaning of drains along the National Highways should be done with the amount sanctioned for OR within defect liability period.
The State Govt should release all amount to contractors within the financial year 2015-16.There is no provision for carry over liability in case the pending amounts are not released to contractors during the financial year 2015-16 .
However, the State Govt has not released even a single paise for OR and FDR during the financial year 2015-16 .
It may be mentioned that portion of NH-39 stretch from Imphal to Moreh was badly damaged by rain and flood in June and July last year.
Portion of Imphal-Moreh stretch of NH-39 sank while there was landslide at other places and culverts were damaged due to rain last year.
With the hope that funds will be sanctioned for OR and FDR, the damaged portions of the highway were repaired.
Besides, portion of NH-39 from Mao to Imphal where there is no defect liability period was repaired.
The total amount due to contractors is Rs 15.5 crore and the financial year 2015-16 is now over.
Since the State Govt has not released the amount, the contractors are yet to get the pending amount.
The MoRTH is also likely not to reimburse the amount to the State.
Officials of PWD were working overtime in the last days of the last financial year which ended March 31 in order to get the OR and FDR released to the contractors.
However, the Finance Dept had not given its approval as Rs 10 crore sanctioned for OR and FDR in the previous fiscal year, 2014-15 has not been reimbursed by the Ministry concerned till date.
