The spilled over

As one of our writers has rightly pointed out, Yaoshang festival may be an extended holiday but very expensive one, not just in term of monetary but also the energy of the people wasted particularly that of the youth. We dare to add here that it is also becoming a public nuisance when there is no limit to the celebration of Yaoshang festival.

As we have noted through this column earlier, the celebration of five-day long Yaoshang festival has been over officially on April 1 last, but not the festive spirit of the people still lingers on.

That is why even after almost a week of the festival, we continue to hear the drum beats of Thabalchongba programmes or the music blaring from the loud speakers of a music concert shattering the tranquility of the night well into the midnight every day.

Organising all these Thabalchongba programmes and musical concerts not just in every Leikai ground but also in every lane and by-lane definitely requires money, not just in terms of few thousands but in huge amount.

But who care when the organizers could afford the expenses and they have the required permits from the authorities concerned.

When Holi, which is considered to be equivalent of Yaoshang festival of the Manipur, is being celebrated for only one day in other parts of the country, how could people in a perpetually financial crunched State like ours afford to waste so much money in the name of celebrating a festival has always been a growing concern of some section of the people?

But then, again who cares?

It is interesting to note that after the celebration of Yaoshang festival and organizing of Thabalchongba programmes in every Leikai ground was officially over on April 1 last, the festive mood of dancing has spilled over to public roads for every known and unknown gender group of people.

If there is anything called rule of law in the State, then one can safely assumes that organizing of these spilled over Thabalchongba programmes on the roads, and in the process causing inconveniences to the people, could not have been think about without the required permits from the concerned district administrators.

So, why the concerned district administrators are giving permission for organizing Thabalchongba programmes by blocking the road is questionable?

Are they under some sort of pressures from the respective local MLAs or even Ministers of the area for granting the permission?

If it is so, then what is the whole point of enacting some laws or issuing public notification to declare some areas, the whole of Greater Imphal area, to be precise here, as silent zone?

It has been made known that the authority for implementation of Noise Pollution (Regulation and Control) Rules, 2011 in the State shall be the concerned District Magistrate, then why should the head of district administration succumb to such undue pressures? But then, who would give answers to any of these questions ?
