VK Duggal Governor Of Manipur
Former Home Secretary Vinod Kumar Duggal was today appointed Governor of Manipur by President of India Pranab Mukherjee.
"The President of India has been pleased to appoint Vinod Kumar Duggal to be the governor of Manipur with effect from the date he assumes charge of his office," a press communique from the Rashtrapati Bhavan said here.
This will be Duggal's fifth assignment after he had retired as home secretary in March, 2007. Soon after his retirement, he was appointed as member of the Commission on Centre State Relations, where he served for three years.
After the Commission had submitted its report to the government, he was appointed member secretary of the Committee for Consultations on the situation in Andhra Pradesh looking into Telangana statehood demand in February, 2010.
Once the Committee finished its work, Duggal was appointed member, Task Force on National Security in the National Security Council Secretariat. The Task Force had submitted its report to the Prime Minister in May 2012.
Duggal served as Member of the National Disaster Management Authority (NDMA), the apex body for disaster management in India, which is headed by Prime Minister Manmohan Singh from June 2012 in the rank and status of Union Minister of state.
Duggal was born on 26 November 1944. Duggal held a variety of posts after a period as a short service commission officer in the Army.
Duggal, an Indian Administrative Service (IAS) officer of the 1968 batch, retired as Union Home Secretary in March 2007.
During his active service of over 47 years in Government of India, Duggal had his posting in the North East as an Army Officer, District Magistrate in Mizoram, Secretary to the Lt. Governor of Delhi, Advisor to Governor of Punjab/Administrator U.T. Chandigarh, Municipal Commissioner of Delhi from 1996 to 2000, Special Secretary in the Ministry of Environment & Forests, Secretary, Ministry of Water Resources and Department of Drinking Water Supply and Union Home Secretary.
