Letter to Hon'ble Prime Minister of India

Hon'ble Sir,
With the highest regard, I, on behalf of the World Meetei Council, humbly present the following for your kind consideration and necessary action:
1. On June 17, the Hon'ble Union Home Minister mentioned, "Will talk to Meetei and Kuki to bridge the ethnic divide," more than a year and two months after the migrant Chin-Kuki terrorists-initiated violence on May 3, 2023.
2. Unfortunately, the Hon'ble Shri N. Biren Singh appears to have been at a loss since the beginning of the violence. He has often spoken as a Meetei leader rather than as the Chief Minister, causing more harm to Manipur, particularly to the Meetei community.
3. The continued violence in Manipur has drastically deteriorated the state's condition.
4. It is reported that there are over fifty thousand central security forces, including the Army, Assam Rifles, and other paramilitary forces, in addition to the state's armed police.
5. Despite identifying violence-prone zones, the central security forces remain ineffective, possibly due to the Suspension of Operation (SoO) arrangement between the Government of India, the Manipur government, and the armed migrant Chin-Kukis. Although this arrangement officially lapsed in February 2024, it appears to still be in effect, rendering the central forces as mere spectators.
6. Today, Manipur has descended into lawlessness. It is worse than the Middle East, where Jews and Muslims fight, because in Manipur, the two communities cannot even see one another.
7. On August 9, 2023, the Hon'ble Shri Amit Shah addressed the Parliament about Manipur for 32 minutes. However, it was painful that the Hon'ble Home Minister did not explain why the Army, Assam Rifles, etc., had to remain silent spectators. If the forces had been active from the beginning, the violence could have been controlled, and Manipur would not be in its current state of turmoil.
Hon'ble Sir, Manipur continues to burn, and under your able leadership, the Indian state has allowed this violence to persist. However, we believe that once the violence is stopped, things will begin to improve.
We earnestly believe that you can stop this violence by visiting Manipur and conveying your commitment to ending the unrest. Your visit and words can bring peace within 24 hours, as the perpetrators of violence seem to have a good rapport with the Army and the Assam Rifles. The Government of India can also abrogate the SoO Agreement and activate the Army, Assam Rifles, etc., to restore order.
Regarding the Meetei armed youths defending their families against the migrant Chin-Kuki perpetrators, it is believed that once the perpetrators are controlled, the problem will be resolved quickly.
Hon'ble Sir, the World Meetei Council earnestly requests you to kindly pay a visit to Manipur. Your visit could mark the beginning of a peaceful way forward.
