IFCD performs developmental projects successfully

The Irrigation & Flood Control Department (IFCD), Manipur had indeed achieved a remarkable height during the last 15 years through its various developmental irrigation and flood control projects.

The department is committed to assure irrigation in the State with various water resource projects. The three ongoing projects namely, Khuga Multipurpose Project, Thoubal Multipurpose Project, Dolaithabi Barrage Project, and various flood control schemes have significantly proved how the department is moving ahead with its developmental project.

The Khuga Multipurpose Project that was sanctioned by the Planning Commission in July, 1980, if completed, has a potential to provide irrigation network of 14,760 hectares with project cost of Rs.15.00 Crores and has been recently revised to Rs.433.91 crores. During the year 2002-2003, only 65% of the Dam and 75% of the spillway had been completed. On 12th November, 2010, all the components of Dam and Spillway have been completed and commissioned with a partial irrigation potential of 10,000 ha.

The Thoubal Multipurpose Project was approved for Rs.47.25 Crores in 1980 by the Planning Commission. The project, on completion, will provide 10 Millions of gallons (MGD) of drinking water per day and to generate 7.50 MW of hydropower. Rs.1694.27 crores is the most recent approved revised cost of the project.

Regarding the physical components of the dam, as of March, 2002, 14% of the Dam, 25% of the Spillway and 61% of the Canal System were completed. Also, 4000 ha. Potential Creation was completed. In September, 2016, 99.99% of the Dam, 97.80% of the Spillway, 80.27% of the Canal System and 26.21% of the Water Transmission System was completed. During this period, area of potential creation has been increased from 4000 ha. In March, 2002 to 21, 260 ha. By September, 2016. The financial expenditure as of March, 2002 was Rs.198.94 crore but has been increased to Rs.1472.755 crore by September, 2016.

The Dolaithabi Barrage Project was sanctioned in 1992, for Rs.18.86 crore. On completion, the project will create an irrigation potential of 7,545 ha. Rs.508.48 crore is the latest approved budget of the project. During 2002-03, 1% of the Barrage was completed but as on September 2016, 96% of the Barrage and 49% of the Canal System of this project was completed successfully. The total amount spent for this project in 2002-03 was Rs.19.72 crore and has been increased to Rs.413.909 crore by September, 2016.

The department has done a tremendous job by introducing various flood control schemes to curb the problem of flood protection in the State.

Under North Eastern Council (NEC), 9 (nine) schemes has recently been sanctioned with a total cost of Rs. 39.16 crores. So far, up to 75% works have been completed and are targeted for completion by 2017-2018. 8 (eight) new schemes on the major rivers of Manipur under Rural Infrastructure Development Fund (RIDF) of NABARD had been sanctioned in 2015-16 and the same had been successfully completed in September, 2016.

Under RIDF of NABARD, 5 (five) schemes were sanctioned for a total cost of Rs.99.73 crores in 2010-11 and up to January, 2016, the total expenditure for this scheme is Rs.81.00 crores. In July, 2016, the schemes were physically completed.

During the years 2007-08 and 2009-10, 22 (Twenty-two) schemes were sanctioned under Flood Management Programme (FMP) of Ministry of Water Resource (MoWR), Government of India. The schemes had been implemented with a total cost of Rs.109.09 crores with the protection of 41.81 Th.ha. having a population of 2.58 lakh.

The IFCD had also taken up developmental works of the existing waterbodies for the mitigation of flood and to provide other allied benefits from the existing waterbodies. 4 (four) waterbodies of the State have been included under Repair, Renovation and Restoration (RRR) of waterbodies by the empowered committee of MoWR, Government of India. The said waterbodies are namely, Lamphelpat, Waithoupat, IrongNallah (upper) and IrongNallah (lower). A total cost of Rs.65.44 crores had been sanctioned for this project.
