MU Campus Talk 2.0 on 'Anti-Corruption Cell: Its Implementation and Function' on May 30 2017

Manipur University Student’s Union has successfully conducted the second edition of open discussion, debate and interaction programme MU Campus Talk 2.0 at Dr. Kamal Indoor Stadium, Manipur University. The theme of the programme is Anti-Corruption Cell: Its Implementation and Function.

After the successful completion of the first edition of the programme on February 24th this year, the objective of MUSU is more clear cut, that is to bring an atmosphere of education, social, political, cultural and technological impression collectively under one platform. BJP’s spokesperson Prof S. Tiken, Officer on Special Duty, Anti-Corruption Cell S. Hemanta, Social Scientist Dr Dhanabir Laishram and Huiyen Lanpao Manipuri and Meitei Mayek edition Editor Hemantakumar Ningomba also attended the discussion as resource persons.

Launched in March 24, 2017, According to Officer on Special Duty, Anti-Corruption Cell S. Hemanta, the power of Anti-corruption cell lies in the hands of the public and it is the public who have to act first.

He also said, there are three stakeholders, Public, Anti-corruption Cell and the concern Department in the Anti-Corruption Cell and it can work successfully with the participation of all the three stakeholders. He said the Role of public is very important to uproot corruption.

Several points were discussed during the open discussion programme. Students and many who took part in the programme raised many questions regarding Anti-corruption cell and Corruption.

1. It should be an independent body, then why it is set-up in the Chief Minister’s Secretariat?

2. Corruption is illegal by law but it is allowed by the people.

3. Why Lokpal and Lokayukta is not discussed in Manipur till now?

4. Why the Union Govt which had completed 3 years cannot institute Lokpal Bill till now?

5. The need to give pressure on Anti-corruption Cell.

6. Corruption cannot be uprooted completely, Indian administration is outdated, first there is the need to bring an end to this existent system.

7. The need to work freely and autonomously of this anti-corruption cell.

8. Why people back away from giving evidence, lack of evidence, why people here are unconfident?

9. Why income tax or concern department never question those black-listed people?

10. What happen to the "Charge-sheet against Ibobi-led Govt", a booklet released by the BJP Manipur Pradesh?

11. It is said that "Charge-sheet against Ibobi-led Govt" contains many multi-crore scams, then why the present govt did not give priority to those multi-crore related scams?

12. Is the govt turning blind eye to those incidents which have no evidence, and to those people who cannot complain because of fear?

13. How to deal and how to investigate those incidents of bribery which does not include money?

14. The need to set-up an investigative agency like Special Investigation team (SIT).

15. The need to bring parallel action.

16. The need for having interaction and reaction with the existent system.

Everyone opines that there is the need for participatory democracy and the need of collective effort to root out corruption.

Hope the Anti-corruption cell may work more progressively in curbing corruption and lead to a more objective procedure in transparent manner.
