Greetings!
The Department of Political Science, Dibrugarh University, Assam is organizing a oneday National Seminar on “State, Human Security and Development: Emerging Issues and Challenges in North East India” sponsored by UGC on March 26, 2013. The Organizing Committee invites research papers for presentation in the seminar from Teachers, academicians, researchers, NGO activists and persons engaged in the field.

The abstracts must be received by the Organizing Committee on or before 15th March, 2013 and full paper positively by 22nd March, 2013. The selected papers will be published in a book volume. Interested persons are requested to contribute papers on any sub-themes mentioned in the concept note. We sincerely feel that your contribution would make the seminar a success.

Concept Note:

Of late, the issues pertaining to the nature of the state, development, governance and security receive a great deal of attention among the academia, policy makers and the researchers. The increasing attention arises fundamentally because of the changing nature of the Indian state under the neo-liberal regime and its failure in ensuring equitable development and human security. Indian state has been criticized of being non-committal to address the issues of unemployment, massive poverty, uneven development, healthcare concerns, resettlement and rehabilitation of displaced communities, gross insecurities-physical and social etc. It has also been criticized that, at times, when most of the population are engaged in earning a living- hand to mouth, Indian state takes up (or facilitates) huge development projects and displace large populations without adequate rehabilitation opportunities. These concerns sprout massive outrage.

It is true that the prevalent model of development prioritizes private interests and marginalizes public purposes. The Public Private Partnership (PPP) model under the neo-liberal framework has assumed a new style of individualism and consumerism paving the way for accumulation of benefit by a handful of elites. In plain terms, riding on the neo-liberal chariot Indian state has made considerable progress in several spheres in the economy but failed miserably in ensuring good governance, hasten equitable development and guarantee human security.

The market- centric economic model of development finds appreciation at the policy level but, confronts a dissenting mandate from the masses around the country. This seminar, therefore intends to highlight the issues pertaining to the changing nature of the State, Development and Security with reference to the North Eastern region which is geographically, ethnically and culturally different from the mainland India. A mapping of the development trajectory certainly would help us in understanding the propagation of the discontents.

In the light of the above, it is realized that an elevated intellectual exercise is required to interrogate, investigate and arrive at possible changes of the polity and economy. Focus will be given on the following thrust areas.

1. Understanding the nature of the State and development: A theoretical framework
2. Constitutional and traditional rights vis. a vis. right to development
3. Development induced displacement and the Indian State
4. Food Security and State Response
5. Health Security Issues
6. Right to Livelihood
7. Any other issues related to the theme

Important Dates:

Last date of submission of abstracts : 15th March, 2013
Last date of submission of full paper : 22nd March, 2013

Note for paper presenters:
o Soft copy of the abstract and the full paper (compatible in MSOffice 2007) should be submitted on or before the last date.
o The full paper word limit- 3000 words.
o The APA style of referencing should be followed.

Accommodation:
The Organizing Committee shall arrange accommodation on prior communication on deposit of extra Rs. 300.00 (Three hundred only) at the time of registration.

Registration:
Arrangements will be made for spot registration. The registration fee is fixed as follows:
o Registration with paper : Rs. 700.00 (Rs. 1000/- with accommodation)
o Registration without paper : Rs. 300.00

Travel:
The University is well connected with Dibrugarh Airport and railway stations, which are respectively 17 km and 4/8 km away from the University. Easy bus service is available from any place of North East India.
