Applications are invited for Young Interns Programme from the students studying in reputed educational institutions. Only those students may apply for whom such internship programmes are a prerequisite for obtaining the degree being pursued. The Objective of the programme is to empower the young scholars to learn and spread awareness and knowledge about various government programs and services for the benefit of society and act as a bridge between the service providers and recipients. This programme is an excellent opportunity for bright students to familiarize themselves with the process of policy formulation and its implementation in the field.

Divisional Headquarter Districts (except Jaipur & Jodhpur)- 25 each
Other Districts (except Divisional Headquarter Districts) -10 each

About the Programme

Introduction-Young Interns Programme provides an opportunity to young scholars to gain valuable experience in public service and of working in the Government departments. The Internship Programme will also ensure interaction of young scholars with good academic background and from reputed academic institutions in the country with the officials of the State Government at various levels. It will provide an excellent opportunity to the bright interns to familiarize themselves with the overall process of formulation of policy of the Government and its implementation process. These interns are expected to provide an assessment/evaluation report at the end of the internship.

Planning Department is the Nodal Department and the State Innovation Council is the implementing agency for the programme.

Objectives

The Objectives of the Scheme are as follows:
o To empower the young scholars to learn and spread awareness and knowledge about various government programmes and services for the benefit of society and to act as a bridge between the service providers and recipients.
o To develop operational and learning skills among young scholars.
o To strengthen their research and evaluation skills in the field of public administration and development services.
o To generate interest amongst youth towards public services.
o To get independent critical analysis of Government programs and suggestions for corrective measures.
o To enhance the outreach and impact of Govt. Schemes & programs.
o To promote innovations in Govt. schemes & programs.

Students of the following institutions, inter alia, are eligible for participation in the programme. This is only an illustrative list. Bright students of any other institution may also be considered. However, it is made clear that only those students would be considered who are required to complete internship programme as a part of their course of study.

o Indian Institutes of Information Technology (IIITs)
o National Law University (NLUs)
o Delhi School of Economics, Delhi University
o School of Social Sciences, JNU, New Delhi
o Tata Institute of Social Sciences, Mumbai
o Indian Institute of Forest Management, Bhopal
o Indian Agriculture Research Institute, New Delhi
o Institute of Rural Management, Anand, Gujrat
o Poddar Institute of Management, Jaipur
o National Institute of Fashion Technology, Jodhpur
o Department of Economics, University of Rajasthan, jaipur

Eligibility for Selection:

o Students enrolled in a regular Graduate/Post Graduate study programme in recognized institutions of repute will be selected as interns for conducting study on the identified subject.
o Only those students would be considered who are required to complete internship programme as a part of their course of study for fulfillment of Graduation/Post-Graduation.
o Age: between 18 to 26 years.
o Education: Under-Graduate/Post-Graduate regular student at the time of application from Engineering/Science/Social Science/Medical/Commerce/IT/Management disciplines having outstanding academic records.
Minimum 7.5 CGPA/I i.e. Cumulative Grade Point Average/Index or 75% marks till the last examination/semester passed will be required for consideration under the scheme.
o Language skills: Good verbal and writing skills in English & Hindi
o Computer skills: Basic computer literacy, including MS Office (Word, Excel, Power Point) and knowledge of working on Internet.

Procedure of Selection Procedure of Selection:

Students are required to submit their application in the prescribed format duly recommended by the head of the institution along with relevant documents. Applications will be scrutinized on the basis of candidate’s academic record and synopsis on the proposed topic of study. Shortlisted candidates will be interviewed by the Selection Committee.

Mechanism for Internship for Internship

Mentoring the Interns 6.16.1 6.1 Mentoring the Interns Interns will be assigned to different mentors with whom they can interact on a daily/weekly basis for support/guidance. These mentors will be IAS/RAS/Other senior officers from the same district who will oversee the progress and help interns in their endeavour. The interns will directly report to District Collectors who would provide guidance and assistance to the intern. Interns will be required to submit a weekly report to District Collector.

The Premise of Internship-Each Intern will undertake a specific study and conduct research in an indentified area allotted by the Selection Committee. At the end of programme, each intern will have to present findings on contents of the scheme, bottlenecks perceived in the implementation of the scheme and suggestions for improving the contents and delivery of the scheme through a well drafted report and power point presentation.

Duration of Internship Duration of Internship: The duration of Internship will be for a period of 3 to 6 months as categorized below. Interns will be engaged on attachment basis for specific projects and study assignments during summer holidays and/ or for other specified period as follows:

Category I: Under-Graduate students enrolled in the final year of their degree programme for a maximum duration of three months.
Category II: Post-Graduate students for an initial period of three months, which may be extended to a maximum of six months, if justified for the specific needs.
Internship over a period of six months shall require clearance of Finance Department.

Stipend and Logistic Support- INR 25,000 per month for each completed month and proportionate amount for part of a month. The payment shall be made through bank from the budget of State Innovation Council on the recommendation of the District Collectors.
o Boarding and lodging will be arranged at HCM-RIPA/Circuit House/Dak Bungalow for which the intern shall pay the fixed rates as applicable for IAS/RAS probationers.
o District Collector will facilitate office space and mobility support for the interns.
o Laptops may be given on loan for the duration of study and taken back at the completion of the internship. However, interns shall be encouraged to bring their own laptops.
o The interns will have access to internet facility as may be available.

Awards & Certificate of Internship

The interns will present their Reports before a High Powered Committee. Best selected report will be awarded with a cash award of INR 1 lac followed by INR 50,000 and INR 25,000. A certificate of internship duly signed by the Chief Secretary and Principal Secretary, Planning will be awarded to each intern on completion of the internship and successful presentation before the High Powered Committee.
