– A case study in 2012 Election of U.P., Uttarakhand, Goa, Punjab and Manipur

Assets of MLAs:

Among major parties, average asset for INC is 1.87 crores, for BJP is 2.02 crores, for BSP is 1.21 crores and for UKD(P) is 1.27 crores. The MLAs with maximum assets in 2012 Uttarakhand Assembly is Rajesh Shukla of BJP from Kichha constituency with assets worth Rs. 26.63 Crores followed by Amrita Rawat of INC from Ramnagar with Rs. 13.57 crores and Surendra Singh Jeena of BJP from Salt constituency with assets worth Rs. 7.04 crores. Only 3 MLAs have declared assets of less than 10 lakh.

In addition to this a total of 6 (9%) MLAs out of 70 declared liabilities of Rs. 40 lakhs or above.

ITR and PAN details:

Regarding the ITR out of 70 MLAs, 19 MLAs (27%) have not filed ITR. Among them, Sarwat Kareem Ansari of BSP has the highest assets of approximately 1.83 crores. Among the major parties, BJP has the maximum number of MLAs – 11 who have never filed ITR followed by 4 MLAs of INC and 2 MLAs of BSP. And 6 out of 70 MLAs have not declared their PAN details in 2912.

Analysis of Financial details of MLAs of the Manipur Assembly Elections 2012

Manipur Legislative Assembly consists of 60 MLAs. Out of 60 MLAs analyzed for Manipur Assembly Elections, 16 are crorepatis. Number of crorepatis entering politics and becoming MLA is phenomenal change in Manipur. In 2007 Assembly Election for the whole of Manipur only 1 MLA was crorepati.

The following table shows Crorepati MLAs Party Wise Break up and it is cleared that out of 60 affidavits analyses for MLAs of Manipur 2012 Assembly Election, 16 (27%) are crorepati. Among the major parties 29% of MLAs from INC are crorepati while around 40% of MSCP MLAs are crorepati, 14% of AITC and 25% of NCP are crorepati.

Assets of MLAs:

The MLAs with maximum assets in Manipur is of T.N. Haokip of INC from Siakot (ST) constituency with assets worth Rs. 10.07 Crores followed by Ksh. Biren Singh of INC from Lamlai with assets worth of Rs. 5.22 Crores and RK Imo Singh of MSCP from Sagolband constituency with assets worth Rs. 2.72 crores. Among major parties, average asset per candidate for INC is Rs. 1.05 crores, for AITC is 69.8 lakhs, for MSPC is 97.43 lakhs, and NPF is 68.5 lakhs.6 MLAs have declared assets of less than 5 lakhs. And a total of 5 (8%) MLAs out of 60 analysez declared liabilities of 50 Lakhs or above.

Average assets of each MLA is about 95.51 lacs. Among major parties, the average asset per winner for INC is 1.05 Crores, for AITC is 69.8 Lakhs, for MSCP is 97.43 Lakhs, and NPF is 68.5 Lakhs. Average asset per a MLA is 95.51 crores.[4]

ITR and PAN details:

Out of 60 MLAs analyzed, 26 MLAs (43%) have declared that they have never filed ITR. Among them INC has the maximum number of MLAs -17 who have never filed ITR followed by AITC and MSPC with 2 MLAs each. Among them, Ginsuanhau of INC has the highest assets of approximately 2.32 crores. 13 out of 60 MLAs have not declared their PAN details.

Assets increase:

The Analysis of Asset Increase Details for Newly Elected MLAs of Manipur 2012 Assembly Elections (who contested in 2007 Assembly Elections also) shows that the average asset of 35 MLAs as declared in 2007 was Rs. 20,02,492 (20.02 Lakhs). But these MLAs' the average asset as declared in 2012 is, Rs. 1,18,45,767 (1.18 crore). It means average asset growth for these re-contesting MLAs is Rs. 98,43,274 (98.43 Lakhs) and average percentage growth in assets for these MLAs is 492%. (It shows that politics is way of earning money and accumulated wealth will definitely give an edge to next election.)

Analysis of Financial details of Newly Elected MLAs of the Uttar Pradesh Assembly Elections, 2012

UP Legislative Assembly consists of 403 MLAs. Out of all 403 MLAs analyzed from Uttar Pradesh 2012 Assembly Elections, 271 (67%) are crorepatis, in comparison to 124 (30.77%) in 2007 Assembly Election. 79% of MLAs from BSP are crorepati while around 68% of BJP MLAs are crorepati, 64% of INC and 63% of SP are crorepati. Following table shows part wise break up crorepatis in 2012:

Assets details of MLAs:

The MLAs with maximum assets in Uttar Pradesh is of Nawab Kazim Ali Khan of INC from Suar constituency with assets worth Rs. 56.89 Crores followed by Shah Alam of BSP from Mubarakpur with assets worth Rs. 54.44 Crores and Mahesh Kumar Sharma of BJP from Noida constituency with assets worth Rs. 37.45 crores. Only 6 MLAs have declared assets of less than 5 lakhs.

A total of 22 (5.5%) MLAs out of 403 analyzed declared liabilities of Rs. 1 crore and above.

Among major parties, the average asset per candidate for SP is 2.52 Crores, for BSP is 4.44 Crore, for BJP is 4.04 Crores and INC is 4.61 Crore. The average assets for each MLA is 3 crore+

ITR and PAN details:

Out of 403 MLAs analyzed, 107 MLAs (27%) have declared that they have never filed ITR. Among them, Zakir Ali of BSP has the highest assets of approximately 16.95 crores. Among them SP has the maximum number of MLAs i.e. 78 who have never filed ITR followed by BSP and BJP with 9 MLAs each.

Only 15% of the MLAs analyzed have filed their ITR while 85% of the MLAs analyzed have not filed their IT returns for Financial Year 2011-2012.

47 (12%) out of 403 MLAs have not declared their PAN details.
