HC heat on cops for napping over FIR

Following the reported refusal by Thoubal Police to register an FIR against a bogus firm/office, the Gauhati High Court, Imphal Bench issued an order on July 27 directing Additional GA and the Sate Counsel Raghumani to obtain reasons for non registration of the FIR stated to have been filed before the Superintendent of Police, Thoubal district on October 6, 2010 .
According to the case dossier, one Mutum Robin Meitei s/o M Kalamu Meitei of Charangpat Mayai Leikai and Shrimayum Mani Devi w/o Sh Ibochoubi of Yorbung Khunou opened an office under the name 'Child Development Welfare Services, Mini Anganwadi' at Lamlong Bazar in the early part of 2009 .
They made several advertisements claiming that they would be opening 2800 Anganwadi Centres in Manipur and invited intending persons to serve as Assistant Director, Supervisors, LDCs, Anganwadi Workers and Helpers under the bogus office.
The duo then collected Rs 30 crores from those appointed candidates as deposits.
However, those appointed persons were not allowed to discharge their duties nor were they given their monthly salaries/remunerations.

Thereafter, Robin Meitei and Mani Devi disappeared and remained untraceable.
Subsequently, Md Amzad Khan of Lilong Leihaokhong, Yambem (O) Memton of Kakching Wairi Senapati Leikai and Sandham Lokenbabu of Yorbung filed a writ petition at Gauhati High Court with a prayer for directing the State respondents for registering an FIR case against the Robin and Mani Devi for investigation and transfer the investigation to the CBI.
The respondents listed in the case include the State of Manipur presented by Commissioner/Secretary (Home), DGP, SP Thoubal district and OC of Thoubal police station.
The case has been listed for motion hearing on August 8, said a press release issued by Advocate P Tamphamani Singh.
