JCILPS demands immediate withdrawal of MRVT&MW Bill

The Joint Committee on Inner Line Permit System (JCILPS), a conglomerate of civil society organizations, which has been spearheading a demographic movement on the degradation caused by influx of outsiders and non indigenous communities, undermining the identity and dignity of the people of Manipur, has once again thoroughly rejected the "The Manipur Regulation of Visitors, Tenants & Migrant Workers" Bill 2015" (MRVT&MW Bill) and demanded its immediate withdrawal during the Assembly session which begins on Friday.
In a memorandum submitted to Chief Minister O Ibobi on Thursday in this regard, the JCILPS demanded that the Manipur Government introduce a fresh Bill to fulfill the aspirations of the Indigenous peoples of Manipur, which restrict and regulate the influx of outsiders and economic, cultural and political practices of the people of the State.
JCILPS reiterated inclusion of the following points, the incorporation of which in the new legislation shall fulfill the people's aspirations: A strong permit or pass for migrants as regards their purpose, whereabouts, or validity of their presence for a specific period.
A cut off year of 1951 should be fixed for the people who are creating demographic influx into the State.
No land ownership rights are to be given to all non indigenous people and necessary procedures are included in the preparation of the proposed law.
A full-fledged labour department which has to outreach an effective jurisdiction in all the districts of Manipur be empowered and strengthened to strictly implement matters of registration and regulation of internal migrant labours and its necessary rules.
Detection and deportation of illegal migrants and non indigenous peoples, should be included in the proposed legislation, and necessary action taken thereof.
