Imphal, June 13 2013:
Even as the issue of frisking Cabinet Ministers by CISF personnel during a Cabinet Meeting at the Chief Minister's Secretariat on June 11 still remains boiling, CISF personnel guarding the Chief Minister's Bungalow once again tried to frisk PHE Minister I Hemochandra, who came to attend the meeting of Congress Legislature Party at Chief Minister's Secretariat at around 9.30 am today.
According to people who witnessed the unruly episode inside the Chief Minister's Secretariat, PHE Minister Hemochandra entered the first gate of Chief Minister's Bungalow and then proceeded towards the second gate leading to Chief Minister's Secretariat.
However, the CISF guards tried to frisk the Minister, following which a heated argument ensued.
Hemochandra identified himself as a Cabinet Minister, but the CISF personnel kept on insisting to frisk him as per order from the higher authorities.
The argument lasted for about five minutes.
On hearing the commotion, Chief Minister Ibobi ran out of the conference hall and tried to console furious Hemochandra.
The Chief Minister also reportedly rebuked the CISF guards for insisting to frisk a Cabinet Minister.
The main agenda of the CLP meeting was Inner Line Permit System, but the frisking issue diverted the meeting.
Hemochandra backed by some Parliamentary Secretaries raised strong objection to frisking Ministers and MLAs inside Chief Minister's Secretariat.
Later, Chief Minister Ibobi pacified them by assuring that new order would be issued to the CISF personnel not to frisk Ministers and MLAs.
Notably, some Ministers and MLAs, who had come to the Chief Minister's Secretariat prior to the arrival of Hemochandra, were all frisked by the CISF personnel.
