'MLR-LR Act to be implemented in whole state soon'

The Manipur Legislative Assembly today unanimously passed an amount of Rs 819,47,38,000 for seven Budget Demands after much discussion.
The Demands which were discussed and passed today were Rs 65,24,36,000 for Land revenue Stamps and Registration and District Administration; Rs 720,75,16,000 for Finance; Rs 16,09,57,000 for State Excise; Rs 3,44,78,000 for Sales Taxes, Other Taxes/Duties on Commodities and Services; Rs 1,16,81,000 for Rehabilitation; Rs 4,74,42,000 for Stationary and Printing and Rs 8,02,28,000 for State Academy of Training.
In his response to the discussion for passing the demands, Chief Minister O Ibobi said that the state government is setting Bank branches in hill areas which have quarters of SDO, BDO and other required Officials to provide all available facilities to the farmers in remote hill areas.
Government is also looking for suitable site for construction of a permanent check post for Excise taxation at Mao.
Construction works on Check posts for Imphal, Thoubal and Bishnupur are underway and similar check post would also set up at Jiribam.
.The construction of these check posts would cost around Rs 17 crores and they are being targeted to complete within the current financial year.
In order to prevent funds under Centrally Sponsored Schemes from being lapsed, the government has deposited the entire amount in the state Exchequer's account.
The arrangement is being taken up in view of the various hurdles facing by the government in executing such schemes due to the frequent bandhs, blockades and other issues.
Revenue Minister Th Devendra told the House that survey of land records in Moreh and Churachandpur under National Land Record Modernisation Programme have been completed.
Surveys will be conducted in all hill districts too.
The MLR-LR Act, which is being implemented only in the plains, would also be implemented in all the hill districts soon.
Collection of land revenue and House tax in hill areas is comparatively lower than in the plain areas.
Minimum Guidance Value for land at different places has been effected since April this year.
At the same time, the government is giving special focus in curbing the selling of Revenue Stamps in the black market, he said.
