JCILPS delegation seeks Governor's assent to 3 Bills

A Joint Committee on Inner Line Permit System (JCILPS) delegation comprising ten members on Tuesday met the Governor of Manipur Dr Syed Ahmed and sought his assent to the three Bills recently passed by the Manipur Legislative Assembly on August 31.The team also submitted a memorandum to the Governor.
The memorandum signed by JCILPS in-charge of Convener Khomdram Ratan said that due to "misunderstanding and misjudgment" on the nature and scope of the proposed bill, Manipur is undergoing a serious tension of "ethnic hostility" which the committee presumed was the result of "outside influence" .
"The JCILPS have no intention of hurting the sentiments of the hill people of Manipur and had no intention of alienating our ethnic brothers and sisters in the hill regions," emphasized the memorandum.
Allaying the creation of future misunderstanding, JCILPS stated that it has began establishing "people to people relations" in order to bring the multi-ethnic, multi-culture and multi-linguistic societies of Manipur together to enrich the Nation State of India.
The committee said it has been immediately assured of the support of the Marwari, Bihari, Bengali, Nepali and Sikh communities of Manipur when their apprehensions were removed.
The memorandum stated that if the Governor's assent is assured, the Bills once transformed into Acts, would help ensure inter-community harmony in the pluralistic nature of the State.
The delegation also apprised Dr Syed Ahmed on the details of how the bills will protect the indigenous people of the State.
After the meeting with the Governor, JCILPS Convenor-in-Charge Khomdram Ratan told the media that the committee delegation has made "clear proposal" to the Governor on the three Bills.
JCILPS is hoping the Governor will give his assent soon.
It has been reported that Dr Syed Ahmed patiently listened to the points made by the delegation members.
He however could not speak and interact much with the JCILPS probably due to slight indisposition, added JCILPS sources.
