Draft Bill not to be introduced on Sept 2

The State Government has notified that the Draft Bill, 'The Manipur Regulation of Non-Locals Bill, 2016' will not be introduced when the Assembly session gets underway on September 2 as it has received 91 responses from the people and 'The Regulation of Non-Manipuri Peoples' Bill 2016' from the JCILPS on August 29 and it will take time to study all the proposals.
The Draft Bill from the JCILPS was received after the due date but considering the seriousness of the issue, the Government has started examining the same, said a statement issued by the Special Secretary (Home), Government of Manipur.
There is huge variance between the two Draft Bills, said the notification and added that it will need to be placed in the public domain to seek the views of all stakeholders.
The 14th session of the 10th Manipur Legislative Assembly is scheduled to begin from September 2 and as the date cannot be postponed due to the Constitutional provisions that six months shall not intervene between its last sitting in one session and the date appointed for its sitting in the next session, there is too little time to study the Draft Bill of the JCILPS and hence the Government will not be in a position to introduce a Bill on September 2, said the notification.
"The Draft Bill which incorporated the suggestions from the stake holders and public require sometime and it will not be possible to introduce such a Bill before the House within a few days which starts on September 2," added the notification.
The notification further said that in view of the facts thus stated, it is practically and technically not possible to place it before the House on September 2 .
The State Government however assured the public that the it is very serious and committed on passing a Bill which is acceptable to one and all and is working on a Bill which is acceptable to all without respite.
