House reaffirms Article 3 amendment demand

The Manipur Legislative Assembly today reaffirmed the Resolution No 119 passed by the same House on July 21 this year for amendment of Article 3 of the Constitution of India by incorporating that prior consent of the State Legis-lature of the affected State(s) shall be mandatory while forming new State, and alteration of areas, boun-daries or names of existing States and also to request the Government of India to make the contents of the Frame-work Agreement available to the Government of Manipur .
The State Assembly further resolved that there should not be any change in the present administrative set up of the State and there should not be any grant of autonomy on account of the Framework Agreement or any solution to the Naga issue based on it .
After a call attention motion raised by opposition MLA Kh Joykisan was discussed at length in the form of a short duration discussion yesterday, the State Legislative Assembly agreed to send a memorandum to the Government demanding disclosure of the contents of the Framework Agreement signed between the Government of India and NSCN-IM on August 3, 2015 .
Subsequently, the House resolved to constitute a four-member committee to draft the memorandum which would be submitted to the Government of India .
The members of the committee are Deputy Chief Minister Y Joykumar, ex-Deputy Chief Minister Gaikhangam, MLA Govindas Konthoujam and MLA P Saratchandra .
The memorandum drafted by the committee was tabled in the House today by Speaker Y Khemchand .
The Speaker also proposed to all the Members to point out if they would like to add or omit anything .
After all the Members approved the draft, the same draft was passed as a resolution of the House .
Notably, the session was adjourned sine die today.
