Speaker of the Manipur Legislative Assembly, Dr Sapam Budhichandra passed away at about 3.40 am at the intensive care unit of All India Institute of Medical Sciences (AIIMS), New Delhi today after undergoing treatment for a long time there.
The mortal remains of Dr Budhichandra will be brought to Imphal tomorrow by air.
Dr Sapam Budhichandra was born to Sapam Mani and late Sapam ongbi Angoubi Devi on March 1, 1949 at Konthoujam Awang Leikai, Imphal West.
He is survived by his wife Dr Khwairakpam ningol Tamubi Devi.
He was an MBBS, MD and completed CHW, Ultrasonography and CT scanning from Freiburg University, Germany and IMS, BHU.
For the last 32 years, he has been providing free medical service to the people of Konthoujam Constituency.
He took voluntary retirement in January 1999 .
In the field of politics, he became an executive member of MPCC (I) doctors cell in 1991.He became a full-fledged member of MPCC (I) same year.
He was appointed MPCC general secretary in 2002. Dr Budhichandra was MPCC election committee member from 2002 to 2004 .
From 2002 till his death, he was treasurer of the SPF political forum.

Meanwhile, Governor Gurbachan has conveyed deep shock and pain at the sudden and untimely demise of Speaker Dr Budhichandra.
Remembering that Dr Budhichandra was a soft spoken person and an excellent human being who had a sincere love for the State and the people, the Governor lamented that his untimely demise has left an irreparable void in Manipur which will be difficult to fill up.
In his condolence message, Chief Minister Okram Ibobi noted that Dr Budhichandra was a great political leader and one of the prominent leaders of the State.
Representing his Council of Ministers, the Chief Minister prayed that the departed soul may rest in peace.
Deputy Speaker Th Lokeshwar has deeply condoled the demise of Speaker Dr S Budhichandra.
Dr Budhichandra was a very composed politician who discharged his duty as a Speaker without any partiality.
Saying that Dr Budhichandra was a guru to him, Th Lokeshwar shared the grief and pain being endured by the bereaved and all near and dear ones.
The Manipur Pradesh Trinamool Congress has also condoled the demise of Speaker S Budhichandra and former Minister Z Mangaibou.
The party held a condolence meeting today and observed two minutes' silence in honour of the two departed souls.
In their condolence message, CPI Manipur State Council said that Dr S Budhichandra was a prominent politician who performed outstandingly well as a Speaker.
The CPI also condoled the demise of former Minister Z Mangaibou.
MPCC president Gaikhangam was shocked on hearing the news of the sudden demise of Speaker Dr Budhichandra, said an MPCC release.
The demise of Dr Budhichandra is an irreparable lost not only to the Congress party but also to the people of Manipur, it said.
Condoling the sudden demise of the Speaker, Lok Sabha MP Dr T Meinya has prayed that the departed soul may rest in peace in the heavenly abode.
Dr Meinya also conveyed solidarity to the bereaved family.
The Former Presiding Officers' Forum also held a condolence meeting today in connection with the sudden demise of Speaker S Budhichandra and former Minister Z Mangaibou.
Two minutes' silence was observed at the meeting in honour of the two departed souls.
The Konthoujam Youth Union Club has also condoled the demise of Dr Budhichandra.
