Govt pressed to scrap AFSPA, DA status: Mani

Manipur Human Rights Commission (MHRC) acting chairperson Khaidem Mani has pressed the state government for scrapping Armed Forces (Special Powers) Act (AFSPA), 1958 completely and permanent lifting of 'Disturb Area' status from the state to ensure that no incidents of excesses by security forces are repeated.
Speaking at a press meet held at his office on Tuesday, Mani disclosed that the Commission has issued an advisory to the government after it received a public interest complain asking for repealing of 'Disturb Area' status of the state.
If AFSPA is repealed from the state, it will pave way for political solution to the problem of militancy in the state, he opined.
Kh Mani noted that the state has seen many protests over the actions of security forces under AFSPA, including nude demonstration by women in front of Kangla Gate, hunger strike by Irom Sharmila, self immolation by Pebam Chittaranjan and various agitations by CSOs.
As such, the Commission decided to advise repeal of the Act from the state, he reasoned.
Mani observed that AFSPA is a law used for oppressing the people of the state.
It is very unfortunate that the draconian Act is still being enforced in a democratic country like India.
The chief minister himself had remarked that the law and order in the state has improved during the celebration of 75th Independence Day.
Thus, if there is no significant law and order issue then there is no need for retaining the Act in the state, the acting chairperson added.
Kh Mani continued that Manipur Police Department DGP and special secretary (home) have been ordered to submit a report on action taken in this regard within three months.
He further stated that the Commission has also submitted its Annual Report 2020-21 to the state government recommending various measures for protecting human rights.
The report will be presented in the Manipur Legislative Assembly and after a review by the government, it will be made public.
Kh Mani also accused the government over irregularity in distribution of fertiliser to farmers.
If the people had voted for qualified candidates such situation would not have arisen, he observed and appealed to public to give their precious votes to right candidate instead of being swayed by money and muscle power.
The Commission has also made preparation with chief election officer to ensure that the coming elections are held in fair and corruption less manner, he further informed.
