Budget session begins, Assembly condoles

The Budget session of the Manipur Legislative Assembly for the fiscal 2015-16 commenced today with a formal address by Governor Dr K K Paul.
The Governor, who arrived at the Legislative Assembly at 11 am, was greeted by Chief Minister Okram Ibobi along with Legislative Assembly Speaker Th Lokeshwar and other Ministers and MLAs.
The Governor's address on the opening day of 2015-16 Budget session was moved by Hill Areas Committee Chairman Chaltonlien Amo and MLA Dr Ng Bijoy.
Addressing the Assembly, MLA Dr I Ibohalbi said the State must take serious note of the State Journalists' decision to boycott the Budget session.
The Government must, he added, grant the charter of demands issued by the Editors' Guild.
The House also paid an obituary reference to (L) Thokchom Chourjit Singh, former Manipur Assembly Secretary during its proceedings.
"I deeply condole the sudden demise of honourable Manipur Assembly Secretary Thokchom Chourjit Singh and also share the grief of the bereaved family members," the CM said during his address.
The former Assembly Secretary, (L) Thokchom Chourjit Singh from Sagolband Khamnam Leirak joined State service in the year 1965.From being the Assembly's Chief Editor, Chourjit had held various posts during his lifetime.
MLA TN Haokip, Social Welfare Minister AK Mirabai, MLA, Th Shyamkumar and Speaker Th Lokeshwar also made obituary references to the former Assembly Secretary.
The House also observed a two-minute silence in his honour.
