NHRC apprised of human rights violations in Zeliangrong areas

Zeliangrong Youth Front (ZYF), All Zeliangrong Students' Union (AZSU) and Zeliangrong Students' Union, Manipur (ZSUM) have highlighted the issues related to gross human rights violation by the State and non-State actors towards the people in Zeliangrong areas to the officials of the National Human Rights Commission (NHRC) who are currently in the State to assess the human rights scenario.
Submitting a memorandum addressed to KG Balakrishnan, Chairman of NHRC, the three Zeliangrong bodies called for immediate necessary action against the perpetrators for the ends of justice to the victims of human rights violations.
Listing various cases of human rights violations since the beginning of this year, the joint memorandum recounted that Alice Kamei, a 14-year old girl studying in class-IX in Grace Reach Academy, Hiyanglam in Thoubal district, has been held captive since 10th March, 2013 by "People's Liberation Army" (PLA).
Wide spread democratic agitation and protest staged to secure her release went in vain.
Rather than seeing any efforts put up by the State Govt to secure her release, the Home Minister declared that the minor girl had joined the underground outfit in her own volition.
Jointly signed by Pamei Tingenlung, President of AZSU (AMN); Titus Kamei, President of ZYF (AMN) and Kadijanbou Pamei, Chairman of ZSUM, the joint memorandum further recalled the incident in which troopers of 10th Assam Rifles, under the command of one Ajay Sharma, Commandant and one Major Gagan killed 6 (six) cadres of NSCN (K) group in a fake encounter at K.Shonglung village on 22nd June, 2013.The slain cadres were invited for discussion/meeting at the 10th Assam Rifles.
It was learnt from the deceased family members that the cadres without any hesitation accepted the invitation since the NSCN (K) group is having ceasefire agreement with the Govt.of India.
The slain cadres were Chujanglung Dangmei (36 yrs), s/o Kapukhin Dangmei of Thanagong village, Tamenglong district; Leikampou Thaimei (37 yrs), s/o (L) Khangdimlung Thaimei of Taosemjang village, Tamenglong district; Ngoubui Newme (27 yrs), s/o (L) Nrialak Newme of Inem village, Tamenglong district; Majadai Panmei (31 yrs), s/o Damchuilung Panmei of Goinenglong village, Tamenglong district; Laban Rongmei (18 yrs), s/o Reikamang Rongmei of Bamgaijang village and ST.
Moningam Anal (39 yrs), s/o ST.
Thunlar of Zulbangching village of Chandel district.
On the other hand, 10th Assam Rifles detained one Rajanglung Kamei, Capt.
of NSCN (K) group since 22nd June 2013 without informing the Police or handing him over to nearest police station as per law.
He was released only on 8th July, 2013 following a case filed by his elder brother namely Thuinilung Kamei in the High Court of Manipur.
Had there been no intervention by the High Court of Manipur, he could have been eliminated in the same manner like his other six colleagues.
6 (six) killed.
The joint memorandum also highlighted the incident of beating up severely one Nailin Malangmei (53 yrs) s/o, Gaisangam Malangmei, a resident of Satudai village, P.S & P.S Khoupum, 8th Gorkha Regiment of Red Shield Division on 14th July, 2013 without any reasonable ground and reasons; custodial torture of two innocent persons of Bitiang (Laphok) village namely Tanthailung Malangmei (25yrs), s/o, Gaijanglung Malangmei and Phungangam Malangmei (26 yrs), s/o Meihonchung Malangmei by 10th Assam Rifles on 31st August, 2013; physical assault on youth leaders of Zeliangrong Youth Front by two Territorial Army personnel namely Lupheng Paominthang R/No.1300433 and Semboi Vaiphei R/No.13004712 both hailing from Churachandpur district at Kaimai village along National Highway No.37 on 14th October, 2013 and picking up of three innocent persons engaged in masonry/carpentry works at Longmai (Noney) village namely Dikoilung Dangmei (34 yrs), S/o Kagaoloi Dangmei of Naokaolong Prt-II Village, Katuangai kamei, 36 yrs, s/o (L) Naigailung Kamei of Thanagong village and Muidaimei Pamei (30 yrs), s/o (L) Jianthaongampou Pamei of Namkaolong village from Longmai (Noney) bazaar by troopers of 10 Assam Rifles, etc.
In the light of all these incidents, what kind of protection and security methods/measures are being inculcated by the Govt.of India to its army personnel posted in Zeliangrong areas is questionable? Their presence has only created more problems for the people rather than bringing any solution, the three Zeliangrong bodies lamented in the joint statement.
There is possibility of such criminal activities of the security forces towards the innocent persons rising in case their actions are not checked and examined timely.
So, this joint memorandum has been submitted having total confidence on the National Human Rights Commission for delivery justice, the three Zeliangrong bodies added.
