"It's high time civil societies, NGOs and public leaders join hands and work together to create a conducive atmosphere in which Autonomous District Councils can function from their respective district headquarters", stated MPCC president Gaikhangam.
Speaking as chief guest at a function held in the residence of one Z Savitry at Langol Tarung to celebrate the first anniversary of the establishment of Tamenglong ADC, Gaikhangam noted that Churachandpur and Sadar Hills ADCs have been functioning from their respective district headquarters and the two ADCs have been fairly successful in taking up development works for the people.
However, the other Autonomous District Councils of Chandel, Tamenglong, Senapati and Ukhrul are still unable to run their offices at their respective district headquarters due to several impediments and disturbances.
The inability to run the ADCs at their respective district headquarters is a big loss for the people.
He cautioned frequent disturbance and objections to the works and functions of ADCs would been seen as anti-people activities sooner or later.
Pressure exerted by by some anti-social elements and groups on the Government to annul the ADC elections even after the elected ADCs have started functioning would not bring any positive result.
The four ADCs which have been functioning from Imphal rather than at their respective district headquarters is because of perceptible threats and security concerns.

The MPCC president stated that the State Government conducted the ADC elections with a firm determination in order to ensure local self Government in the hill districts too.
The elections were not held against any community or group.
What the Government and the Councillors have been doing in the face of all the threats and challenges are for the welfare of the people, he asserted.
Even as several previous regimes had failed to conduct the ADC elections for 20 years, the Congress-led Government successfully conducted the ADC elections and re-activated the defunct democratic institution, asserted the MPCC chief.
He also appealed to ADC Chairman, Vice-Chairman and Executives to work in line with the wish and aspiration of the people.
He reminded that ACRs of all the elected Members are being written by the people.
Hill Areas Committee Chairman Khangthuanang Panmei stated that the HAC has been continuously exerting pressure on the Government to devolve more power to the ADCs.
The function was also attended by Tamenglong ADC Chairman G Soihem Haomei, Councillors and public leaders.
