Imphal, April 03 2011:
The inability to complete construction of the High Court building is due to the disturbances coming from the UGs.
As a result of this delay, Tripura might have got its separate High Court earlier than Manipur, said Works minister K Ranjit Singh today.
Attending the inauguration function of the newly constructed building of the All Manipur Bar Association (AMBA), Ranjit further said that despite the efforts of the government for improvement of infrastructures for courts across the state, there was little achievement as against the expectations of the people.
This was because of various disturbances given by UGs and the Works minister asked whether they are real UGs or posers, all sorts of disturbances always come up when the government takes up any developmental works.
In such a situation, it is not an easy task to take up developmental works, he added.
He said that the construction of the High Court complex at Sangakpham, Assembly complex at Chingmeirong as components of the Imphal Capitol Project and the City Convention complex at the Palace Compound were handed over to private construction companies based outside the state.
However, they could not complete the works within the targeted period as officials of the companies were always under threats from the UGs.
With regard to the work taken up by the government for strengthening the judiciary service sector in the state, K Ranjit said that development of infrastructures of the district courts in hill districts are going on a hectic pace.
Government is well aware of the need of development of infrastructures of the judiciary for delivering justice to all sections of the society.
He recalled that district courts in the hill districts have been remaining defunct for the last 20 years after the Naga-Kuki ethnic clash and with government's determination to revive the functioning of the court, development of infrastructures in these court buildings are being carried out.
The infrastructure improvement works of the district court buildings in Kangpokpi, Chandel and Ukhrul are under progress.
Work on the district court in Senapati was suspended after an underground group had taken ' 5 lakh as ransom after kidnapping the contractor.
The construction of the court building in Kangpokpi is near completion, he added.
Health and Family Welfare minister L Jayentakumar, speaking on the occasion, stressed the need for realizing the importance of the judiciary asserting that the judiciary, executive and legislative forums have equal roles to push the state forward in development.
People yearn for justice and it is the duty of the judiciaries to deliver justice, he added.
AMBA president S Brajamani, Justice M Binoykumar and Asok Potsangbam of Gauhati High Court Imphal Bench, Advocate General N Koteshwor, registrar Ng Max Phajang of Gauhati High Court Imphal Bench, district and session judge, Manipur East Ph Surendra, district and session judge, Manipur West K Bipinchandra were in the podium of the function held in connection with the inauguration.
