Councillors neglect "ward development committee" members of Nagar Panchayat

Imphal, April 02 2011:
Members of the ward development committees of the Nagar Panchayats, in a petition submitted to the Chief Minister Saturday alleged that they have been neglected by the elected councillors of their respective Nagar Panchayats.
Even though, they have been elected as members of the ward development committees under rules of the Municipality Community Participation Act, 2010 vide section no.3 sub-sec-2(b), they have been neglected by the councillors regarding the preparation and compilation of work plans, annual plans, etc.
the petition submitted by the All Manipur Nagar Panchayat Word Development Committee Members Association lamented.
They alleged that at the time of submission of work programmes under state finance commission with second installment 2009-10, councillors had submitted independently proposals without proper meetings and proceedings violating the section 8 sub-section 5, section 7 (c), (f) (g), 9(ii) and 10-2(b), etc., they said.
The submission of work programmes without the notified knowledge of ward members is purely an idle practice and an attempt to victimize the elected members, they alleged saying that one man rule will never reflect an ideal budget due to the lack of the felt needs of the people.
The members further requested the Chief Minister to look into the matter for extension of direction to the concerned authority to avoid such violations in the public interest.
They further urged to consider the grievances of the elected councillors and members on par with the ADC (Autonomous District Council) and necessary directions be given for holding oath taking ceremony of the elected members at the earliest date.
