Police make headway in fake bank guarantee case

Imphal West SP, Haobijam Jogeschandra has said that Imphal West district police arrested the Executive Director of M/S Woodhill Infrastructure Private Limited and took him into police custody, apart from examining two others (who are on anticipatory bail) in connection with fake guarantee for contract works regarding the temporary restoration of Tamenglong- Kongsang road along NH-37.Briefing media persons at Imphal West SP conference hall today evening, Jogeshchandra said that the an investigation was launched by Imphal West district police following a complaint lodged by Laishram Sanjoy Singh, Project Manager of National Highway Infrastructure Development Corporation Limited (NHJDCL) regarding fake bank guarantees by the Managing Director of M/S Woodhill Infrastructure Private Limited, issued by HDFC, Imphal Branch amounting to Rs 66,20,000 in favour of the said firm for restoration of Tamenglong-Kongsang road (about 40 kilometers in length).
A regular case was registered at City PS and during investigation, it was revealed that M/S Woodhill Infrastructure Private Limited was declared as the successful bidder for the said contract work by the Ministry of Road Transport and Highway on August 6, 2015, with the implementing agency as BRO, NHIDCL, a PSU based in New Delhi.
BRO was replaced as the implementing agency for the said contract work and accordingly M/S Woodhill Infrastructure Private Limited was directed by the Ministry to submit their relevant documents, including the bank guarantee, to NHIDCL for signing the contract.
During further investigation, it came to light that the Executive Director of M/S Woodhill Infrastructure Private Limited, Manish Chaudhary (33) s/o Dheeraj Chaudhary of Sorvadaya Nagar, Pilkhuwa, Hapur district, UP, was involved in the commission of the crime with the intention of making illegal monetary gain from the contract.
The SP continued that a summon was sent to Manish Chaudhary but he failed to appear.
As such a non-bailable warrant was issued by CJM Imphal West and a team of Imphal West district police, led by SDPO Joyraj Yumnam, went to his residence but the accused was at large and search was conducted at the office of the M/S Woodhill infrastructure private Limited Ghaziabad during which many indiscriminating documents were seized.
During the examination, Deepak Kant Gupta Managing Director of M/S Woodhill Infrastructure stated that he was aware of the contract and deputed Manish Chaudhary as the authorized signatory for signing the letter of agreement.
On getting specific information about the presence of Manish Chaudhary in Imphal a trap was laid by district police and he was arrested him on November 11 and taken into the police remand till tomorrow.
During the interrogation Manish Chaudhary admitted that he in collusion with Director of (Bhartia Infra Project Limited) Ningombam Ibochou 48 s/o N Nabakumar of Chingamakha Phuramakhong Liwa Lambi and Manager of the (HDFC Thangal Bazar branch) Gautum Kumar Roy @ Momo 34 s/o (L) Panaykumar Roy of Keishamthong Longjam Leirak prepared the fake performance bank guarantee and submitted to NHIDCL.
The co-accused Ningombam Ibochou and Gautum Kumar Roy were detained by police for examination but they came with the anticipatory bail.
The examination of the two co-accused is going on.
The SP further said that the accused persons hatched the plan where M/S Woodhill infrastructure private limited will bid a tender for the project and sell the contract project to a sub contractor with the onus of submitting the bank guarantee to the sub contractor on behalf of the main contractor.
The co accused Ningombam Ibochou in collision with Guatum Kumar Roy prepared and issued fake guarantee with no actual financial deposit made.
Charge sheet of the case will be soon filed before the Court concerned informed the SP .
