DCs asked to explain failure to utilise MGNREGS fund

The State Government has issued explanation calls on seven DCs concerning the failure to properly utilise the funds sanctioned under MGNREGS which is aimed at providing at least 100 days of employment to the poor people of the State in a year.
According to a reliable source, the State Government sanctioned a total of Rs 195 crore under the scheme for the current financial year and the said fund was calculated as per the basis of the nine districts which existed before the creation of the new districts and sanctioned through the DCs of the said nine districts.
The source continued that after getting reports that the said funds were not being properly utilised in the said districts, except Chandel and Bishnupur, Additional Chief Secretary (RD & PR) MH Khan issued explanation calls on all the DCs (who are also the MGNREGS District Programme Co-ordinators) concerned of the seven districts, namely Churachandpur, Imphal East, Imphal West, Senapati, Thoubal, Tamenglong and Ukhrul, today.
Informing that MGNREGS funds' were sanctioned to the districts on October 8 this year, the source explained that Chandel received Rs 14.11 crore, Churachandpur received Rs 19.42 crore, Senapati got Rs 25.06 crore, Tamenglong got Rs 9.71 crore, Ukhrul got Rs 15.16 crore, Bishnupur got Rs 15.19 crore, Imphal East received Rs 30.91 crore, Imphal West received Rs 19.3 7 crore while Thoubal got Rs 25.37 crore.
The source continued that in the past, the Government had even sent notice repeatedly to the DCs informing them to make necessary arrangements for ensuring 20 days employment to the target people.
Recently, funds for five working days under the scheme were released but even after a month, only 64.57 percent of the funds were utilised which resulted in some inconveniences when it came to instalment claim under the Ministry of Rural Development, the source explained.
As the utilised fund will most probably be.
deducted from the next instalment, the State Government gave strict directions to the DCs concerned to ensure optimum utilisation of the sanctioned fund, the source added.
The source explained that the explanation call issued by the Additional Chief Secretary further mentioned that if the DCs concerned fail to completely utilise the funds by November 20,
the Government will begin scrutinising their (DCs) Annual Confidential Reports (ACR) .
