SoO talks to take place on Dec 5

With the tripartite agreement, Suspension of Operation (SoO) involving Kuki Militants, Government of Manipur and Government of India expired on November 21 last, the next round of talks for extension of SoO agreement is scheduled to take place at Delhi on December 5 .
According to a highly placed source, the meeting which is scheduled at Delhi on December 5 would be participated by Union Home Ministry's Joint Secretary (in-charge of North East) Shambhu Singh; Director NE-1 Dr MC Mahenatan; Chief Secretary of Government of Manipur DS Poonia; Principal Secretary (Home) Dr J Suresh Babu; Additional DGP (Intelligence) LM Khoute and leaders of SoO signatory-Kuki militant groups.
The source revealed that Chief Secretary DS Poonia would be leaving Imphal on December 4 to attend the meeting which would be held at the conference hall of Ministry of Home Affairs, New Delhi.
During the meeting, the State Government is likely to announce its desire to extend the SoO agreement for another three months only in view of the opposition raised from some sections of the security forces deployed in the State against extension of SoO agreement for long period.
It may be mentioned that the Kuki UG outfits involved in the SoO agreement have been making various 'unreasonable' demands to the State Government.
There have also been various incidents of violation of SoO ground rules by the Kuki Militants involved in SoO.
On the other hand, Union Ministry for Development of North Eastern Region (DoNER) is all set to carry out a massive inspection of the various development programmes being taken up in Manipur under its funding.
In this regard, Secretary of the Ministry AS Lamba would set out from Delhi for Imphal on December 1.However, he would halt one night at Kolkata and reach Imphal on December 3 .
On the same day of his arrival at Imphal, the Secretary would again leave for Dimapur where he would meet the Nagaland Chief Secretary and other concerned officials to take stock of the development programmes being taken up in Nagaland under the Ministry as well.
Apart from Lumba, another team of North Eastern Council (NEC) officials would be coming to Imphal to further inspect the developmental programmes being executed under NEC in the State.
The team would comprise J Lungdin, Planning Advisor, NEC; DL Wangkher, Director (ENM); Haridas, EE (TNC) and M Iboyaima, Advisor (Horticulture).
The team members, however, would be arriving here on different dates starting from tomorrow.
During their stay here, the team members would inspect the renovation and modernisation process of 132/33 KV Power Sub-Station at Yurembam.
They would also inspect the works of Anti-erosion Flood Control Scheme being taken up in Thoubal district.
