CMIS to come into force from Aug 1

The Computerised Personal Information System (CPIS), also known as Manipur Government Employees' List (MGEL) current in force would be replaced by the Central Management Information System (CMIS) with effect from August 1 this year in all departments.
All the details of each and every employee of the State Government are maintained by the Finance Department's Directorate of MIS and each employee is given an MGEL number.
According to CMIS, when any individual joins service in any department, the department's DDO or nodal officer would send all the details of the individual in a prescribed format to the Directorate of MIS.
The directorate, after processing all the details, would enter the employee's name in the CPIS data base together with all the details and the employee would be given an MGEL number.
When any employee retires or get transferred or promoted, the department concerned would send proposals to the Directorate of MIS for updating the employees MGEL, sources informed.
Notably, Manipur was the first State in the whole country to introduce a comprehensive data base for all its employees.
Introduction of MGEL helped the State Government in detecting a number of fake employees and pensioners thereby saving huge amount.
MGEL/CPIS software was developed by NIC Manipur and it was introduced when Jarnail Singh was the Chief Secretary.
However, with the advancement of technology and in view of the growing need for improvement of the system, Finance Department initiated due measures to replace MGEL with CMIS.
CMIS is a web-based system in which employees' personal information and payrolls would synchronised.
This system would facilitate generation of electronic pay bill in place of paper bill as well as electronic audit and electronic payment.
In accordance with an order issued by the Principal Secretary (Finance) on November 24 last year, CMIS was introduced in eight departments from December 1 last year.
The departments where CMIS were introduced on pilot basis were Agriculture, Treasury & Accounts, Water Resources, General Administration, Department of Personnel, Veterinary and Animal Husbandry, Revenue and SCERT.
With a view to introduce CMIS in all the remaining departments from August 1, training programmes have already begun for DDOs and other relevant officers so as to make them familiar with the new software.
Once CMIS is introduced, data of new recruits and promotion related date would be sent to the Directorate of MIS but cases related to transfer, posting and retirement should be handled by the respective departments, said the sources.
