Although the Rural Development and Panchayati Raj Department has been taking up schemes to assist Schedule Caste families, a shadow of doubt has been cast over the prospect of releasing the next instalment of the fund as Utilisation Certificates of the earlier sanctioned fund have not been submitted in time.
According to a reliable source, under the Twenty Point Programmes of the Government of India, the Centre has been providing fund through Tribal Development Department for implementation of scheme to assist Schedule Caste families in Manipur.
However, the actual implementation of the scheme is being taken up by Rural Development and Panchayati Raj/Zilla Parishads and the performance level has been recorded 'nil' following the failure of submitting the Utilisation Certificates in time.
The performance level for the two consecutive fiscal year, namely 2009-10 and 2010-11, has been recorded nil and this has cast a shadow of doubt over the prospect of releasing the next instalment of the fund,
the source added.
Taking serious note of the issue, a meeting chaired by the Special Secretary of Planning Department, Sajad Hassan has issued strict instructions for submitting the required utilisation certificates in time.
