Over 3 lakh ILPS permits issued in less than 3 years

Imphal, July 30 2022: Altogether 3,38,742 1LPS permits were issued from January 2020 till June 2022 but only 37,153 of these passes have been renewed so far.

During the question hour, Opposition Member Okram Surjakumar asked the Government how many ILPS permits were issued since January 2020 till June 2022 and how many of them have been renewed.

Replying to the query on the floor of the State Assembly today, Chief Minister N Biren said that ILPS permits are categorised into four groups.

Between January 2020 and June 2022, special permits were issued to seven individuals, regular permits to 39,501 people, temporary permits to 2,91,979 people and labour permits to 7,255 people.

Only 37,153 people renewed their permits during this period, the Chief Minister informed the House.

Taking serious note of the dismal number of renewal, Okram Surjakumar asked whether the Government has analysed the data and which category of permit is renewed the most.

Noting that only 328 labour permits have been renewed out of 7,255 permits issued so far, Surjakumar asked the Government if there is no time limit for renewal of the permits.

Biren replied that there is a system of issuing permits to labourers engaged by big companies through the contractors and these permits remain valid until the works executed in the State are completed.

There are also ILPS permits which remain valid for three or six months.

As the ILPS is implemented in the State very recently, the Government itself is not satisfied with how the system is being implemented, ChiefMinisterN Biren stated.

The Government has started checking whether the nonlocals who came to the State have gone back or renewed their permits but the same exercise is not very effective as of now.

The Government has been working to develop two apps through which non-local people can obtain ILPS permits instead of obtaining them at airport and highway entry points, Biren said.

Non-local people who need ILPS permits should compulsorily download one of these apps as soon as they enter Manipur.

If the non-local people are outstaying their permits, they would receive a signal through the app from a command centre.

At the same time, the app would enable the command centre to track the non-locals who are outstaying their permits, Biren elaborated.

In the meantime, non-local people who were given ILPS permits for 15/20 days are being checked randomly by police at major commercial centres from time to time.

The non-local man who was shot dead recently was staying at Telipati even after his permit had expired, Biren said.

Considering the importance of ILPS to the State, five police officers led by a DIG started operating a 24X7 monitoring cell at the 1st Manipur Rifles since August 21, 2021.As mobile numbers have been made compulsory for issuing ILPS permits, any non-local man who is overstaying his permit can be called up and verified, he said.

To another query raised by K Ranjit, the Chief Minister stated that Manipur Police purchased three hovercrafts in 2010 for deployment in Loktak Lake.

The hovercrafts purchased from the USA at the cost of Rs 4,99,55,625 under the Modernization of Police Force Scheme 2008-09 are currently placed under the SP, Bishnupur, Biren said.

Pointing out that the hovercrafts have been lying idle, Ranjit suggested the Government to hand over the hovercrafts to either Tourism Department or SDRF.

To a query raised by O Surjakumar, Agriculture Minister Th Biswajit stated that the State's total area under paddy cultivation is 1,95,000 hectares and total allotment of urea for the 2022-23 kharif season is 22,000 MT.

The Government has been issuing 130.43 Kgs for one hectare.

Till July 28, 11638.84 MT of urea were brought to the State, Biswajit added.
