YAS Employees' Association seeks reconsideration of new "Office Memorandum"

The Youth Affairs & Sports Employees' Association has submitted a representation to the Director, YAS, seeking reconsideration of Office Memorandum (OM) No.AD-YAS/11/2026-DYAS-DIR-YAS dated 24-08-2026, particularly Paras IV(b), VII(b) and VIII .
While supporting financial discipline and transparency, the association said the new provisions are difficult to implement at field level without addressing administrative constraints faced by District Offices.
The association also raised some key concerns including staff and infrastructure shortage, lack of timely and advanced communication and lack of advance funds for organising events.
Newly created districts lack manpower and infrastructure to conduct tournaments/trials effectively, the association highlighted.
The Department should give at least 25 days' notice for major events to allow 21-day preparation time, it said.
Field officials should not meet official expenditure from personal funds.
At least 50% of the sanctioned amount should be released in advance, it said.
Genuine emergency medical expenses incurred for players/officials on humanitarian grounds should be reimbursable on verification, it said.
It also said that a mechanism is needed for unavoidable extra expenditure on manpower and temporary arrangement and requested for a Corpus/Revolving Fund for urgent travel, boarding and event expenses.
It also underscored the importance of the monthly joint meeting of the Director with DYASOs and concerned officials.
The association also urged that where proposals are submitted in time but approval is delayed at Directorate, field officials should not be held personally responsible, and genuine expenditure should be considered for post-facto regularisation as per rules.
It also requested the Department to modify the OM suitably to ensure timely sanctions, advance funding and regular coordination in the interest of sports development in Manipur.
