An online property tax platform for 26 Municipal Councils across the State was launched today by Chief Secretary PK Singh.
The online platform was launched at a function held at the conference hall, Manipur Secretariat, South Block.
The event also featured a live video interaction with Manpreet Singh, Chief Programme Officer of the National Urban Digital Mission, and a tutorial video on property registration, which was broadcasted as part of the launch ceremony.
The event was graced by several dignitaries, including H Deleep Singh, Chairman, Manipur Municipality Property Tax Board; N Ashok Kumar, Commissioner (Finance); N Kheda Varta Singh, Secretary (Revenue); Ng Uttam Singh, Director MAHUD; O.Nodiachand Singh, Director (MARSAC); K Chandrakumar Singh, Municipal Commissioner (IMC) and Th Harikumar Singh, CEO, Imphal City Ltd, along with senior CEOs, EOs, and members of various Municipal Councils.
This digital rollout marks the culmination of years of strategic planning, collaboration, and dedicated effort from various stakeholders.
Earlier, a Memorandum of Understanding (MoU) was signed between the National Institute of Urban Affairs (NIUA) and MMPTB in May 2022 .
Manipur has now become the first State in India to sign under the National Urban Digital Mission of the Ministry of Housing and Urban Affairs (MoHUA) .
The NIUA provided vital financial and technical support throughout the development of the platform.
The newly launched platform offers comprehensive services including property registration, self-assessment, tax payment, and processing of requests for amalgamation, separation, and mutation�all through a single digital interface.
Concerned officers and staff of all Municipal Councils as well as 12 students of Manipur Technical University (MTU) have already completed their training in handling the platform.
Moirang is being identified for rolling out a pilot project from next month.
The key features of the platform are registration of properties, official verification and approval process, payment of property Tax and besides, there will be analytics of data for various processes.
There are 27 ULBs in the State.
One ULB is Municipal Corporation and the other 26 ULBs are Municipal Councils.
Under the provisions of Manipur Municipalities Act, 1994, all the municipalities are expected to implement the property tax collection from the current financial year/assessment year 2025-26 .
The web application for only property tax was developed by Manipur Municipality Property Tax Board (MMPTB) .
