Hearing on petition for free movement on May 22

Imphal, May 16 2026:
A petition seeking facilitation of free movement across Manipur is scheduled for hearing on May 22, 2026.A press release issued by Advocate Meihoubam Rakesh, counsel for the petitioner, stated that the matter pertains to the continued restrictions on free movement along National Highway 2, National Highway 37, Asian Highway 1, and other public roads.
The petition is currently pending before the High Court of Manipur.
The petition seeks the protection and enforcement of rights guaranteed under Articles 14, 19, 21, 301, and 355 of the Constitution, including the right to free movement, livelihood, equality before the law, and access to public infrastructure.
The release noted that the High Court, while hearing the matter on multiple occasions, has recognized the urgency and public importance of the issue.
On April 29, the Court recorded the submissions of the parties and directed the completion of pleadings.
During proceedings yesterday, Senior Advocate Khaidem Mani, representing the petitioner, emphasised the urgency of the matter and opposed the request for additional time sought by the Central and State authorities.
He further submitted that if extra time were to be granted, it should be subject to the imposition of costs.
However, considering the nature and circumstances of the case, the High Court granted the respondents one week to file the remaining affidavits without imposing costs.
