Imphal, June 14 2019: National Health Mission Manipur, Manipur State AIDS Control Society and Blood Bank & Transfusion Unit (JNIMS) collaborated to observe World Blood Donor Day at JNIMS auditorium under the theme of 'Safe blood for all', today.

The event was attended by Health and Family Welfare Minister L Jayantakumar Singh, State Mission Director, NHM Manipur, S Manikanta, Project Director, Manipur State AIDS Control Society, A Radhabinod Sharma, Director, JNIMS, Professor Th Bhimo Singh as the presidium members.

As a part of the function, the State Mission Director, Project Director MACS and Director JNIMS flagged off a rally.

A blood donation camp was organised and a souvenir was also released as well.

Speaking at the event, L Jayantakumar said that blood is the life force of all living creatures, human beings included, and without it one cannot survive.

Replying to a query, the Minister conveyed that it is quite unfortunate that the State had to go through an overdraft even as the new State Government has completed around two and a half years in office.

However, it is worth noting that similar incidents have happened in the past as well.

Utilising funds is a part of the developmental process.

All Ministers are visionaries and they all try to perform according to their visions.

However, the bureaucrats and officers are the nerve system of the Government and it is their duty to report on the condition of the funds to the CM and the Dy CM from time to time, he added.

The Minister continued that it is the responsibility of the Principal Secretary Finance to inform those concerned about the limit after which the RBI would intervene, as he is the only person authorised to do so and the CM will be briefed in turn by the Chief Secretary.

It is quite unfortunate that the condition plummeted to this stage, due to their failure to report to the CM and the Dy CM on time, he claimed, adding that it is also quite unfortunate that this has created an atmosphere of mistrust and misunderstanding between the people running the Government.

On the other hand, he said that for National Peoples' Party (NPP), necessary report will be sent to the National president Conrad Sangma.

The party will act as per the decision of the higher command and for the time being, there are no comments, Jayantakumar added.
