While taking serious note of the present law and order situation and slow pace of development in the State, a State level convention of the Nationalist Youth Congress, Manipur State unit held at GM Hall here today adopted various resolutions in this regard drawing the attention of the Government of Manipur in particular and the people of the State in general.
Maintaining that the State and its people are suffering due to lack of interest on the part of the Government in solving insurgency problem which has affected all sectors including development, welfare programmes and law and order, the convention resolved that the Government of Manipur should take up all possible pro-active steps so that political dialogue could be initiated at the earliest.
Demanding a white paper in this regard from the Government of Manipur, the convention asserted that the insurgency problem should not be reviewed merely as law and order problem.
On the issue of HIV/AIDS and the threat posed on the people of the State, the convention demanded a pro-active role of the Government in saving the future generation from the scourge of this disease and make Manipur a HIV/AIDS free State.
On the proposal for setting up NIT in the State in the light of the infrastructural requirement for large scale employment facilities by taking advantage of global sourcing through use of information technology, the convention insisted upon the Govt of Manipur to expedite the process of setting up the institute as an asset of the State as any further delay may result in loss of this golden opportunity.
While observing that employment generation is an important issue to the youth of the State and inspite of various schemes on employment generation there is no visible sign of improvement in the list of unemployed youth maintained by the State Employment Exchange, the convention demanded a white paper on various schemes under employment generation programme that have been undertaken by the Govt of Manipur so far.
Furthermore, taking note of the dilemma being faced by the educated unemployed youth of the State while applying for Government jobs in view of prolong ban on post creation and recruitment for more than 20 year on one hand and non-functioning of MPSC for a long time on the other, the convention demanded that the upper age limit for the MPSC conducted examination should be 35 years for general category, 38 years for OBC and 40 years for SC/ST category.
Recognising the need for further improvement of the existing Public Distribution System in the State, the convention felt that the items meant for the poor and needy people should reach the targeted population, and urged for a pro-active role of the Government in this regard.
Deliberating on the Sachar Committee Report which has already identified various problems/issues faced by the minority groups in the country, the convention demanded the Government of Manipur to take up necessary positive measures on the line of the said report so as to remove the existing disparity and safeguard the interest of the minority in the State.
