Rs 165.4 lakh lost due to faulty design : CAG

The Comptroller and Auditor General of India, in its report, has noted that the Irrigation and Flood Control Department of the State Government has incurred a wasteful expenditure of Rs 165.40 lakh and extra expenditure of Rs 54.88 lakh due to faulty design/drawing and deviation from the recommendations respectively for construction of the bypass arrangement of water conductor system of Thoubal multipurpose project.
The CAG report said that as per approved design, a slide gate was to be constructed at a certain elevation.
Responding to the query from the CAG, the IFCD had stated that the concept and design was finalised after deliberations with Central Water Commission (CWC) as the CWC is the consultant.
However IFCD admitted that the wasteful expenditure could have been avoided, said the CAG report.
The wastage could have avoided had the purpose, requirement, use and operation of the water conductor system been fully understood at the planning stage itself before finalising the design, said the CAG report.
