Under the supervision of DC Ukhrul Pankaj Kumar Pal, the first phase of NREGS works for Kasom Khullen Block have been carefully monitored and inspected by Programme Officer Dr Thingnam Kishan, SDO/BDO Kasom Khullen.
With a total of 44 villages, Kasom Khullen
is the most backward, underdeveloped and isolated block in Ukhrul District.
Compounding the problems of the villagers is the recent failure of rice crop under jhum cultivation due to late and insufficient rainfall.
Hit hard by acute shortage of foodgrains and
rising prices, the villagers are eagerly waiting for the outcome of their labour-and efforts given in the first phase of NREGS in the block.
Asserting that NREGS represents a paradigm shift in government delivered development discourse aimed at ushering a new era
of insurrection, Dr Thingnam Kishan spoke of the need to commit towards the creation of durable community assets which can
generate and enhance productivity so as to enable the villages to embark on the path of self-reliance and self-sustainance.
Conveying the DCs message of optimum utilization of NREGS in the transformation of the socio economic landscape of the villages, he reiterated
the need to comply and adhere strictly to the scheme's guidelines.
He pointed out that constant vigilance and monitoring of NREGS
activities in all the villages has been accorded top priority by the DC.
As instructed by the DC, steps have been taken to ensure
strict monitoring and evaluation of the works.
A system of Triple Level Checking has been put into effect with inspection of all
the work sites before commencement of work, inspection while work is in progress and inspection after completion of work.
Intensive
and rigorous checking has been the hallmark of NREGS works in Kasom Khullen block.
All the villages have been classified into 6
circles viz, Chondan Circle, Nambashi Circle, Kangkum Circle, Khunthak Circle, Kasom Circle, Nongdam Circle; each circle comprising of
7 or 8 villages and 6 officials have been assigned exclusively for monitoring, evaluation and reporting of NREGS activities in their
respective circles.
Under the supervision of the DC, the Programme Officer has also set up vigilance and monitoring committees in all the villages for effective and successful implementation of the scheme.
Stressing that vigilance and monitoring of all aspects of
NREGS underscores the key to success, he contended that collective responsibility and commitment from the villagers and NREGS
committees of all the villages in Kasom Khullen block is crucial.
Appealing to all the NREGS committees of the villages to have a
sound understanding of the basic ideas and philosophy behind fhe formulation of NREGS as a demand-driven comprehensive scheme which
is also a time-bound legal guarantee to engineer micro-level economic changes, he pointed out that attending all sensitization
and training programmes conducted under the aegis of the DC is a must.
Personally inspecting NREGS works in all the villages of
the block, Dr Thingnam Kishan expressed satisfaction at the works done in Ngaranphung (pond/water reservoir), Tamaram (water
reservoir), Somrei (IVR), Kasom Khunou (social forestry), Nambashi Khullen (IVR), Nambashi Valley (pond), Nambashi Horton
(water reservoir), K.Ashang Khullen (IVR), Wanglee (IVR), Khunthak (social forestry), Mawai ( IVR), Khamlang(IVR) and T Natyang
(water reservoir) among the villages.
He strongly exhorted the other villages to follow suit and commit themselves to serious
quality work in all NREGS activities.
