DGP urged to take action against unauthorised 'Housie'

The frequent, unauthorised conduct of 'Housie' (lottery) games as fund drives has become a significant concern in Manipur, with residents and local organisations urging the Government to crack down on these activities amidst the State's tense situation.
On November 27, three individuals from Khurai area submitted a complaint to the Director General of Police (DGP), Manipur, seeking urgent intervention regarding repeated unauthorised 'Housie' draws organised at Soibam Leikai Community Hall, Near JNIMS Ayang Pali Road, Imphal East.
In the letter, it was pointed out that 'Housie' draws have been organised and conducted frequently at Soibam Leikai Community Hall (on regular basis) notably on October 30, November 13, November 22, November 24 and November 26 during night hours, and similar events are being organised from time to time, by or with the alleged help/assistance of SAYC, Soibam Leikai.
These events have reportedly been held as fund drives, either for private individuals or for the organisers themselves.
These gambling draws are conducted without due permission from the district administration, district/local police or relevant authorities.
The events, held during late-night hours, result in excessive noise and crowding, causing disturbance, inconvenience and nuisance to the neighbouring residents and public.
It was also highlighted that allowing such unauthorised gambling-based fund drives during the current sensitive period, especially with upcoming examinations (Class X & XII), sends a negative message to the public and poses risks to community welfare, especially affecting youth and vulnerable sections of society.
Such activities also violate provisions of applicable gambling laws and public nuisance regulations in Manipur.
Four main demands was also raised in the letter-immediate enquiry and necessary action with regard to unauthorised 'Housie' gambling events at Soibam Leikai Community Hall; Preventive measures to stop recurrence of such events at the stated venue and surrounding areas; Appropriate legal proceedings against organisers or persons found to be conducting such unlawful activities in contravention of law; and Steps to sensitise and caution community halls and social clubs against organising or permitting unauthorised gambling fund drives.
The letter concluded with hope that the police authorities will take urgent and appropriate steps to address the above issues, in the interest of public order and welfare.
