LS MP takes IDPs case to Parliament

Highlighting the plight of the internally displaced persons in the Parliament yesterday, Lok Sabha MP Dr Bimol Akoijam asked the Government if any skill development schemes or entrepreneurship programmes targeted at the individuals residing in relief camps have been initiated.
While the Union Minister of State for Skill Development and Entrepreneurship, Jayant Chaudhary, in his reply, gave elaborate details of Central schemes initiated in the North East including Manipur, he didn't mention any specific schemes targeted at internally displaced persons.
The Union Minister of State informed the Parliament that from 2023 to (June 30) 2025, a total of 40,681 persons have been trained under various schemes of the Ministry of Skill Development and Entrepreneurship (MSDE) .
Jayant Chaudhary, however, didn't mention any specific Government schemes implemented for the benefit of the people who have been displaced by the Manipur crisis since May 3, 2023 .
This apparent revelation of lack of targeted schemes for the IDPs came amid the Congress' claim that the Centre lacks proper policies and schemes for relief and rehabilitation.
Notably, in the Parliament yesterday, Dr Bimol Akoijam had asked whether the Government has initiated or proposed any skill development schemes or entrepreneurship programme specifically targeted at individuals residing in relief camps in Manipur due to the ongoing crisis since May 2023.The MP had also sought details including the number of beneficiaries, types of training provided and districts covered in case targeted schemes have been initiated.
The MP had further enquired if the Government has collaborated or plans to collaborate with agencies to expand vocational training and livelihood opportunity for internally displaced persons in Manipur.
In his reply, the Union Minister of State for MSDE said that various schemes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs) are implemented across the country including Manipur.
During the period from 2023-24 to 2025-26 (June 30, 2025), a total of 24,523 people have been trained under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY); 14,416 under Jan Shikshan Sansthan (JSS), 210 under National Apprenticeship Promotion Scheme (NAPS) and 1532 under Craftsman Training Scheme (CTS), informed the Union Minister of State for MSDE .
District-wise details
The 24,523 persons trained under PMKVY include 2236 candidates of Bishnupur, 117 of Chandel, 1162 of Churachandpur, 7937 of Imphal East, 6868 of Imphal West, 546 of Jiribam, 1311 of Kakching, 90 of Kamjong, 226 of Kangpokpi, 238 of Noney, 87 of Pherzawl, 498 of Senapati, 180 of Tengnoupal, 2567 of Thoubal and 400 of Ukhrul.
The 14,416 persons trained under JSS include 3597 candidates of Chandel, 3600 of Imphal West, 3599 of Senapati and 3620 of Thoubal.
The 210 persons trained under NAPS include 1 candidate of Bishnupur, 7 of Churachandpur, 158 of Imphal East, 39 of Imphal West, 2 of Tengnoupal and 3 of Thoubal.
The 1532 persons trained under CTS include 184 candidates of Bishnupur, 92 of Chandel, 34 of Churachandpur, 198 of Imphal East, 708 of Imphal West, 134 of Kakching, 37 of Senapati, 35 of Tamenglong and 110 of Ukhrul.
The data given by the Minister of State for MSDE had no mention of any details on IDPs trained under the schemes.
