Imphal, December 16 2024:
The All Manipur Students Guardian's Organisation (AMSGO) has urged Chief MinisterN Biren Singh to address the controversial Government order appointing Akham Joykumar as the Chairman (on deputation) of Board of Secondary Education) Manipur (BOSEM) and sought legal action against everyone involved with the order.
The AMSGO press release issued by Sumati Sougrakpam, general secretary, AMSGO, also made an appeal to Education Minister Thounaoajm Basanta Kumar to settle the issue within two days in the interest of students who are set to appear for the first public exam (matric) in their lives in a few months.
Notably, Akham Joykumar was the former Chairman of BOSEM.
His tenure came to an end on November 11, 2024 .
It is pertinent to note here that he is also an Associate Professor at Dhanamanjuri University of Science.
On October 24, Education (S) issued a notification inviting applications from eligible candidates for recruitment to the post of BOSEM Chairman.
On December 6, the Education Department issued an order re-appointing the former Chairman as the new Chairman of BOSEM (on deputation) without reportedly issuing a repatriation order.
In response, BOSEM staff staged a protest alleging the appointment to be against the rules and regulations of the Board.
They demanded the Government to review the appointment and launched a pen down strike, which continues till date, added the AMSGO press note.
On the other hand, instead of exploring solutions to the problem, the Government deployed security and CRPF personnel at the BOSEM office for the first time in its history.
Accusing the State Government of violating deputation guidelines, AMSGO questioned how an individual who has not received repatriation order be appointed as BOSEM Chairman without submitting No Objection Certificate (NOC) and release order from the parent department.
Questioning the legitimacy of the order, AMSGO has appealed to both the Chief Minister and Education Minister to address and resolve the issue in consideration of the students' academic career at a time when the HSLC exam is drawing close.
