The Tribal Youth Council Manipur (TYCM), General Headquarters has submitted a memorandum to the President, urging an amendment to the Presidential order dated June 20, 1972 (Hill Areas Committee, Manipur) under Article 371C, to strengthen the Hill Areas Committee (HAC) .
In the memorandum submitted through the Governor, the TYCM urged the President to designate the Chairman of the Hill Areas Committee (HAC), Manipur, as the authority in charge of tribal welfare in place of the Cabinet Minister for Tribal Affairs & Hills in the State, to set up an HAC Secretariat with sufficient staff and employees, and to enhance the legislative, financial, and executive powers of the HAC .
The Council stated that the 1972 Presidential order has remained unchanged for 53 years, rendering it outdated and inadequate for addressing the current needs of tribal communities.
The order only grants recommendatory powers to the HAC, lacking legislative, financial, and executive authority, it said.
Saying that the existing framework of the HAC, Manipur under Article 371C has proven largely ineffective, the Council added that nearly 75 per cent of the hill tribal areas have seen minimal development since the 1972 Presidential order.
It also said that designating the Chairman of the HAC as the authority responsible for tribal welfare would be a suitable solution as there is no Constitutional provision to have or appoint a Minister in charge of tribal welfare in Manipur, it added.
