Imphal, April 09 2009: With the formulation of the Crisis Management Plan in accordance to the guidelines given by the Central Government, the State level Crisis Management Group, constituted under the plan, will be taking up steps to check subversive activities of UG groups and the acts of targeting of non-local people.

Meanwhile, Chairman and the Managing Director of the Food Corporation of India Deepak Kumar Panwa sent a letter to the Chief Secretary asking to check attacks on non-Manipuris by UG groups.

According to a reliable source, a meeting led on April 2 and presided by the Chief Secretary formulated a revised Crisis Management Plan for Manipur.

For crisis arising out of earthquake, flood and fire accidents, the State Disaster Management Authority will be in-charge.

Cases relating to aircraft hijacking will be handled by the Anti-Hijacking Committee set up by the Central Government.

But cases that happen in the State will be handled by the State Level Crisis Management Group.

However, due information should be given to the Central Committee.

The Crisis Management Plan also took note of the free movement of UG cadres through the porous 375 kms long international boundary line with Myanmar, absence of roads for security forces to patrol the border area and the insufficiency of Assam Rifles troops deployed along the border line as first priorities.

To tackle any crisis effectively, a State level group will be constituted with the Chief Minister as Chairman.

The same group will be assisted by a core group headed by the Chief Secretary.

The Crisis Management Group will also function at district level.

At times of any crisis, the control room of DGP will function as Crisis Management control room, conveyed the source.

Police, Assam Rifles, Army, CRPF and BSF will work in the control room.

The Crisis Management Plan also mentioned that necessary steps that may be taken up by the State Crisis Management Group, district level groups and the Core Group to check subversive activities of UG groups as well as acts of targeting non-Manipuris.

According to the Plan, there would be another sub-group to tackle crisis resulting from attacks with biological weapons, informed the source.

On the other hand, taking strong exception to the incidents of attacking non-local labourers and the possible disturbance on public distribution thereof, FCI Chairman and Managing Director Deepak Kumar Panwa has written to the Chief Secretary to enhance security arrangement of the State.

The letter also mentioned that all the labourers working in FCI are Biharis.
