Imphal, July 05 2019: People of Henglep sub-division, Churachandpur district are now facing extreme misery on account of pathetic transport infrastructure coupled with heightened activities of militant groups.

Government officials posted at Henglep sub-divisional headquarters have been facing severe difficulties on account of pathetic transport and accommodation infrastructure.

Their abomination for the place grew more acute as the law and order situation has deteriorated severely.

The situation has deteriorated alarmingly on account of militant activities during the past few months.

Militant groups are indulging in rampant extortion and intimidation in Henglep.

This was conveyed by Hill Areas Committee (HAC) Chairman TT Haokip.

Speaking to The Sangai Express, TT Haokip said that the 33 Kms long road from Singmun Lamkhai (S Kholian) to Henglep is no longer fit for movement of any type of vehicle.

During rainy season, the road is totally inaccessible.

As such, no essential commodities including medicines can be taken to Henglep along this road during rainy season, TT Haokip said.

Meanwhile, militant activities have been growing at Henglep since a couple of months back.

Notably, TT Haokip was elected from Henglep AC on BJP ticket.

One fundamental prerequisite to bring any sort of development to Henglep is construction of the Singmun Lamkhai-Henglep road as an all weather road.

This fact is known to Chief Minister N Biren too and he went on record to assure that the Henglep road would be developed soon, when he visited Churachandpur, recalled the HAC Chairman.

Subsequently, the road was surveyed and a DPR was prepared by Kolkata based M/S CE Testing.

After the DPR was submitted to PWD and PWD forwarded it to the NEC which has agreed in-principle to sanction Rs 58 crore for construction of the road.

The existing breadth of the 33 Kms long road is 3.75 m but it would be expanded to 5.5 m when it is re-constructed.

Experts/engineers have inspected the Muldak-Kolhen section as it remains water-logged most of the time.

The engineers worked out a solution in the form of a bypass from Muldak to Kolhen through D Munlui and Leimatak stream.

For this diversion, NEC sanctioned Rs 14 crore, TT Haokip informed.

He said that the contract work for constructing bypass was allotted to two contractors namely; Tinlal Vaiphei and Genlal Vaiphei.

However, as the road constructed by the two contractors turned out to be of very low quality, the department withheld Rs two crore out of the total liabilities entitled to the two contractors.

Nonetheless, the two contractors have already withdrawn Rs 12 crore.

To construct the 11 Kms long section from Kolhen to Henglep, an amount of Rs 1.8 crore was sanctioned from State fund in 2016.But Rs 1.3 crore was withdrawn without doing anything on the ground, TT Haokip said.

Henglep police station constructed during the previous Government is no longer serviceable.

A bank building was also constructed under MDS but nobody wants to use the building.

In short, whatever little development works taken up in Henglep in the past were done in very sloppy manner, he asserted In the absence of all basic infrastructure, no Government officials are willing to stay at Henglep.

As a result, the misery of Henglep has been only multiplying, he continued.

Meanwhile, law and order situation has deteriorated alarmingly on account of militant activities during the past few months.

Militant groups are indulging in rampant extortion and intimidation in Henglep.

Notably, Assam Rifles troops stationed at Henglep were withdrawn in the wake of the Pulwama terror attack.

This led to sudden spurt in militant activities in Henglep area.

Such militant activities have further raised people's abomination for Henglep, added the HAC Chairman.
