Police officer can't reply for Security Advisor: MHRC

The Director General of Police (Intl) cannot reply on behalf of Security Advisor Kuldeip Singh, said the Manipur Human Rights Commission (MHRC) today.
The Commission was hearing a complaint case against the Director General of Police and five others including the Security Advisor when it made the statement.
The complaint was filed by two residents of Cachar district alleging that lapses on the part of the DGP and the Security Advisor led to violence in Jiribam.
The complaint alleged that even though the office of the Chief Minister wrote to the DGP on many occasions about concentration of armed Kuki militants in Jiribam, the DGP failed to take up pre-emptive measures to avert the outbreak of violence in the district.
During the hearing today, MHRC Chairperson Justice UB Saha noted that the Commission has received a letter from the Additional Director General of Police (Intl) on behalf of Kuldeip Singh, Security Advisor to the Government of Manipur.
Justice UB Saha, however, came down heavily on the police officer saying the officer cannot represent the Security Advisor.
Kuldeip Singh by name is made a party by the complainant in the instant complaint case.
Thus the allegation is not against the Police Department.
The police officer cannot reply on behalf of him, said the Chairperson.
While it has been alleged that DGP did not take any proper action to pre-empt violence, "we are not passing any order at this stage without getting any report from the respondents," said the Chairperson.
On a request for striking out the name of Secretary to the Chief Minister from the case, the Chairperson informed that it would be very difficult without receiving an application' from the Secretary or Joint Secretary to the Chief Minister.
"We did not make the Secretary to the Chief Minister, Manipur a party in the present case, rather we only wanted to verify from him that he had written a letter to the DGP, Manipur as alleged by the complainants in the instant complaint case," said Justice UB Saha.
The Chairperson then directed the complainants to appear either themselves in person or through their lawyers or send a reply to the Assistant Registrar cum Under Secretary of the Commission.
Listing the case for next hearing on July 31, the Chairperson also directed the Deputy Advocate General as well as Special PP and Counsel of the complainants to collect all the status report submitted by the respondents from the Registry of the Commission for sending the same to their clients.
