Imphal, July 27 2025:
The Maring Welfare Committee has voiced strong opposition to a letter submitted by Letpao Haokip, MLA of 42-Tengnoupal (ST) Assembly Constituency, addressed to the Governor of Manipur on July 25, 2025 .
The letter by the MLA reportedly raised concerns regarding administrative functioning from a village bordering Kakching district instead of the designated district headquarters.
The Committee in a release stated that the 42-TPL Assembly Constituency (ST) is home to multiple communities, including Meiteis and Kukis, and has been severely affected by communal unrest since May 3, 2023 .
The Committee pointed out that a majority of District Level Officers (DLOs) and Line Department staff belong to Non-Kuki communities.
Amid the prevailing tension, where cases of mistaken identity could lead to serious consequences, the opening of a camp office where NonKuki officials can safely discharge their duties was described as the most practical and precautionary measure under current circumstances.
The letter also points out serious deficiencies in infrastructures at Camp offices, including inadequate seating, water supply, and staff quarters, describing the working condition as a "woeful nightmare" .
Despite this, the Deputy Commissioner and the DLOS who do not belong to the Meitei community continue to attend offices at Tengnoupal, Moreh, and other block offices as part of their duty, a move the committee praised as responsible and necessary.
The committee also accused MLA Letpao Haokip of foiling to address development concerns in Non-Kuki dominated areas, particularly the Maring region, since assuming office.
They termed the MLA's letter a "sheer sign of failure as people's representative," calling it unfortunate for both the legislator and his constituents.
Urging caution, the MWC appealed to the Governor of Manipur not to entertain or act upon the MLA's claims without proper verification of facts and consideration of the ground realities.
