Undeclared results: HC serves notice

A single bench of the High Court of Manipur has issued a notice to the State Government while hearing a writ petition seeking declaration of results of recruitment conducted by the Manipur State Power Distribution Company Limited (MSPDCL) in January 2020.The writ petition was filed by Sangita Khumukcham and three others against the State, the Power Department and the MSPDCL.
The petition before the Court of Justice A Bimol stated that the MSPDCL had issued a recruitment notice on January 30, 2019 inviting applications for various posts.
The petitioners applied for several posts including that of computer operator, meter reader cum bill distributor, junior establishment assistant, bill assistant pursuant The recruitment examination was conducted by the MSPDCL on January 8, 9 and 12 of 2020 .
However, the unexplained delay and failure to declare the examination results, despite completion of the process, is arbitrary, unreasonable and violative of the principle of fairness, transparency and accountability in public recruitment, claimed the petition.
The petitioners claimed that the prolonged and unexplained delay in declaring the results has adversely impacted their career prospects and deprived them of legitimate employment opportunities.
The petitioners mentioned that they had submitted representation to the Governor, the Chief Secretary and Director of the MSPDCL on July 29, 2025, seeking declaration of the results.
They prayed the Court to issue a writ of mandamus or any other appropriate writ, order, or direction, directing the respondents to declare the results of the recruitment within a reasonable and stipulated time frame.
The Court, after hearing the submissions of petitioners' counsel, issued notice to the State Government and other respondents returnable within 4 weeks and listed the matter for further hearing on September 12 .
