Following employment of huge numbers of labourers by the construction agencies coupled with massive plans for further construction of infrastructure projects, the participants feared that influx of non-locals in huge numbers will destroy the economy, culture and social systems of the indigenous people.
The participants also expressed that huge immigration leading to socio-cultural, political and economic assimilation with the indigenous people living in the territory of Manipur is a clear violation of guidelines of International Covenant on Elimination of Racial Discrimination and the UN Declaration of the Rights of the Indigenous People.
Therefore, the participants unanimously expressed the need for regulation to control influx of non-locals into the territory of indigenous people by respecting the rights of the indigenous people as outlined in the UN Declaration on the Rights of the Indigenous People, 2007 .
