Imphal, May 19: Continuing with its drive against corruption especially in the Education Department, the proscribed KYKL under its ONK has pulled up the president of Manipur Secretariat Service Y Joykumar Singh on various corruption charges and has punished him with a bullet in the leg.

Joykumar Singh is also serving as the ASO in the Education (S) Department, said the proscribed KYKL in a statement today and added that he is in charge of cases related to die-in-harness as well as sanctioning of on funds for schools.

Levelling a series of charges against joykumar, the outfit said that he charges Rs 50,000 to 80,000 to move or work any file related to die-in-harness cases, amassing huge wealth.

Despite repeated warning to mend his ways, Joykumar continued to mint money on the sly, said KYKL and added that since it was not possible to reform him with mere warnings, he had to be shot on his leg as punishment.

Other than him, some senior officers will also be punished, said the statement and identified some of them as Joint Director, Planning of the Education (S) Th Iboyaima who is responsible for working out the MGEL list.

Sounding a stern warning, the outfit warned that if he does not surrender, then he would be judged by the guns.

Exposing Iboyaima, the outfit said that by flouting all rules and regulations, statement said that after serving as a Lecturer at TG Higher Secondary School, he made his way to the post of the DDO as Education Dept (S) .

He is a man who was involved in forging the MGEL list, said KYKL and added that it is because of his corrupt ways that the process of finalising the MGEL list in the Education Dept is lagging far behind.

The statement further claimed that ONK has established the identities of all those who sold off their lands, mortgaged them or otherwise to get selected in the examination held in December 2006 to recruit Primary teachers as well as Hindi graduate teachers.

This was against the norms laid down by ONK earlier, said the statement and lamented that though the people are crying against corruption, they do not hesitate to pay money when it suits them.

This calls for some strong action.

As such KYKL warned that all those candidates appearing for the primary teachers' selection test should stay away from bribing the people concerned.

The selection list should be worked out on the basis of merit, decreed KYKL and added that ONK will carry on with its policy which will be there as long as society exists.
