Imphal, July 17 2009: Chief Minister O Ibobi Singh today informed the Assembly that process are on to implement the recommendations of the House Committee, in connection with construction of parking lots over Naga Nullah after evicting the encroachers, starting from Khoyathong point to Keishampat.

In response to a query raised by MLA O Joy of MPP, during the question hour session of the Assembly today, the Chief Minister observed that from time to time Government in the past had given plots to private individuals for opening shops on either side of Naga Nullah and process is on to evict these encroachers, for construction the parking lot in accordance with the recommendations of the House Committee.

Joy demanded to know whether the recommendations of the House Committee, which had been submitted along with a report on July 16, 1993 have been implemented or not.

In a supplementary question, Revenue Minister Th Debendra informed the House that the plots of shops along the side of Irabot Bhawan, which were found to be issued in the name of 11 persons as well as pattas given to the plots near Babuthong, have been cancelled and the encroachers evicted.

To another question raised by MLA Dr Ng Bijoy, Works Minister K Ranjit said there is no pending case in the Court in connection with the seniority of EE officers in the Works Department though the case of AE is still pending.

Furthermore, the Minister informed the House that there is no final seniority list of SE though there is an order giving the full power of the Chief Engineer/Additional Chief Engineer to the senior most in-charge of SE (Works), for technical sanctions on detailed estimates of Civil works.

To a question of MLA U Deben, IFC Minister N Biren said there is project proposal for repairing the embankment of Imphal and Sekmai rivers.

The project proposal includes Anti Erosion Flood Control Scheme for Sekmai river, Flood Control on Sekmai River Phase-I and II and Anti Erosion Scheme on Imphal River from Lilong Bridge to Thoubal Irong.

To a question raised by MLA Th Nandakishore in connection with Family Benefit Scheme, Social Welfare Minister N Loken informed the House that 1970 families have been provided the benefit under the scheme in 2008-09 .

The beneficiaries include 346 in Imphal West, 301 in Imphal East, 275 in Thoubal, 148 in Bishnupur, 161 in Churachandpur, 76 in Tamenglong, 81 in Chandel, 97 in Ukhrul, 109 in Senapati and 94 in Saitu Gamphajol.

To another question raised by MLA RK Anand, Minister Loken said The Equal Opportunities, Protection of Rights and Full Participation, Act, 1995 is being implemented in Manipur as well as for the welfare of persons with disabilities (PWDs).

Under this Act, deaf and blind persons are being given free education at the Government Blind School and Deaf and Mute School apart from free hostel facilities, diet allowance of Rs 500 per month to each hosteler, and scholarship, free uniform, text books, exercise books, learning materials, etc to all persons with disabilities.

There is also 3 percent reservation in Group C and D posts of the Govt for persons with disabilities.

Under the Economic Rehabilitation Programme, they are also given Rs 3000 as one time financial grant, the Minister said.

In response to another question of MLA V Hangkhalian, the Social Welfare Minister informed the House that the honorarium of Anganwadi workers and helpers under Parbung ICDS Project have been paid till March 2009 but the honorarium from April, 2009 has not been given as the Central Grant is yet to be released.

Responding to a question of MLA Morung Makunga, Revenue Minister Th Debendra clarified that though interview for appointment to the post of Mandal in Revenue Department had been conducted through Employment Exchange, the result had not been declared following an order of the High Court.

So none of the candidates have been given appointment.
